Job Descriptions:

Under the direct supervision of the Provincial Project Manager and Human Resources Manager, the incumbent of this position will maintain and develop the records of all the project personnel. The HR Officer will conduct interviews, provide orientations to the newly hired staff, monitor the attendance and develop payrolls.

Duties and Responsibilities:

  • Work with HR Manager in achieving HR minimum standards in compliance with the Laws and maintain/update HR records as per the standard compliance checklist.
  • Prepare and maintain all personnel records (leave records performance reviews report promotions transfer leavers sickness maintain all confidential documents pertaining to personnel and HR matters) and related monthly HR Information systems (leave status reports quarterly employee turnover report update employee database).
  • Ensure compliance with appropriate health and safety standards; audit requirements and participate/conduct interviews of teachers and project staff.
  • Update and provide staff orientation for the new hired staff and review or prepare ToR for each category of staff including teachers according to the duties and responsibilities of each position with close consultation with concerned project section.
  • Continuously seek ways to improve/develop the work of project Staff and oversee the implementation of necessary changes.
  • Daily Monitor and supervise teachers’ databases and ensure these are constantly updated and improved.
  • Control/monitor the attendance reports, report to WADAN head office, and leave balance of all staff and verify the monthly attendances of the teacher and make sure they are accurate and authentic.
  • Prepare/check and submit all the payrolls of the project Staff and teachers to HR and Finance Units for further processing.
  • Provide current and prospective employees with information about policies, job duties, working conditions, monthly package, and opportunities for promotion and employee benefits.
  • Perform any other task assigned by the management.
Job Requirements:
  • Bachelor’s degree in business administration major in Human Resources Management, commence, Public Administration or any relevant field. Master’s degree in the relevant field is proffered. 
  • At least 3 years’ experience in work Human Resources preferably in education projects.
  • Knowledge of the local community structure dynamics and development.
  • Knowledge of the value of education in society, major features of each stage of the child development and the current trends of education in Afghanistan.
  • Strong interpersonal skills, creative, proactive, self-control, taking initiative and is able to work under pressure.
  • Strong oral and written communication skills in local language.
  • Must be good with using Computer especially Microsoft office package and HRMIS.
  • Ability to frequently travel to the program communities in the districts.
