Ansari Rehabilitation Association for Afghanistan (ARAA) is a national, non-governmental, not-for-profit organization, established in 1992 for serving the people of Afghanistan through its operation in sectors of Health, Protection, agriculture/irrigation, water and sanitation, education, reintegration, social services, and construction, as well it has been established to provide humanitarian supports, based on the principles of human rights, Islamic and cultural values of our country, and environmental and socio-economic sustainability to the vulnerable people of Afghanistan.

In continuation of its 2026 program operational plan, ARAA is seeking for a qualified person to apply for this position.

Job Descriptions:

Under the direct supervision of the Country Programme Manager, the Technical Supervisor for MHPSS shall:

  1. Provide technical supervision, guidance, and support to PSS counsellors to ensure high-quality psychosocial interventions.
  2. Develop and standardize counselling protocols, tools, and guidelines in line with international MHPSS best practices and standards.
  3. Oversee the implementation of MHPSS activities, ensuring consistency and alignment with project objectives.
  4. Conduct training sessions and workshops for PSS counsellors and other relevant staff on advanced counselling techniques, trauma-informed care, and community-based psychosocial support.
  5. Mentor and coach the PSS team to strengthen technical capacity and improve service delivery.
  6. Maintain close coordination with the Country Programme Manager, donor, and field teams to plan, monitor, and evaluate MHPSS activities across the WR provinces and the central.
  7. Conduct regular field visits to supervise and evaluate the work of PSS counsellors, providing constructive feedback for improvement.
  8. Support the development of work plans, progress reports, technical reports and updates.
  9. Oversee the design and implementation of community-based MHPSS activities to promote resilience and social cohesion.
  10. Ensure culturally sensitive approaches are incorporated into all MHPSS interventions.
  11. Develop and maintain referral networks for specialized mental health services, ensuring a continuum of care for beneficiaries.
  12. Collaborate with local health authorities, community organizations, and other stakeholders to strengthen the MHPSS response.
  13. Oversee the collection, analysis, and reporting of MHPSS data to the Reporting Officer, ensuring confidentiality and adherence to ethical standards.
  14. Provide regular technical reports on MHPSS activities, challenges, and lessons learned to the Country Programme Manager and donors.
  15. Ensure all MHPSS activities align with national policies, donor guidelines, and international standards.
  16. Advocate for the integration of mental health services into broader protection and humanitarian programming.
  17. Maintain close coordination with relevant line departments, donors, the Health Cluster, and the MHPSS Working Group, and undertake other related tasks as required.
  18. Provide technical support to the Child Protection component, including support to Child-Friendly Spaces (CFSs) in the regions.
  19. Willingness to travel extensively. The position will cover Herat Province (Ghoryan, Guzara, Injil, Poshtko, Shindand, Zawal, Zindajan, and Herat City) and Farah Province (Bala Buluk, Farah Rod, Khak-e-Safed, and Farah City). Badghis Province (Qala-e-Naw) will be covered remotely. Kabul Province (Kabul City, Qarabagh, Bagrami, Musahi, Paghman, and Deh Sabz), as well as Logar Province (Pul-e-Alam, Mohammad Agha, and Baraki Barak), and Parwan and Kapisa Provinces will be covered remotely in cases of heightened protection risks.
Job Requirements:
  1. Bachelor’s or Master’s degree in Clinical Psychology, Psychiatry, Social Work, or a related field (PhD or specialized certifications in MHPSS are an advantage).
  2. At least 5 years of experience in MHPSS programme implementation for candidates with a Bachelor’s degree; 3 years for candidates with a Master’s degree; and 1 year for candidates with a PhD, including supervisory experience.
  3. Proven experience in providing technical support and capacity building for MHPSS teams in humanitarian or conflict-affected settings.
  4. Strong knowledge of MHPSS standards, including the IASC Guidelines on Mental Health and Psychosocial Support in Emergency Settings.
  5. Proven ability to develop and implement counselling protocols and community-based psychosocial interventions.
  6. Familiarity with monitoring and evaluation tools specific to MHPSS programming.
  7. Fluency in Dari and Pashto is required; proficiency in English is mandatory.
  8. Strong leadership and team-building skills, with the ability to provide constructive feedback and mentorship.
  9. Excellent analytical, problem-solving, and decision-making skills.
  10. High level of cultural sensitivity and adaptability to work effectively in diverse and challenging environments.
  11. Commitment to ARAA’s humanitarian principles, including confidentiality and respect for beneficiary dignity.
  12. Ability to manage stress and emotionally challenging situations with professionalism and resilience.
