Job Descriptions:

Provide strategic and technical leadership to design, implement, and scale interventions that restore landscapes, strengthen climate resilience, and reduce disaster risk. Integrate natural resource management (NRM) with market systems development (MSD) approaches to support resilient livelihoods and inclusive local economic development. Champion climate-smart agriculture, nature-based solutions, and carbon-positive practices, ensuring interventions are evidence-based and context-appropriate. Lead the scaling of proven solutions, foster a culture of learning and innovation, and strengthen technical collaboration with local authorities, research institutions, academia, and the private sector to deliver sustainable, market-linked climate and resilience outcomes.

Roles and Key Responsibilities:

  • Lead Integrated Water Resources Management (IWRM) and watershed restoration planning, supporting watershed-level assessments that align land, water, and ecosystem management with agricultural production, disaster risk reduction, and livelihood priorities.
  • Provide technical leadership on watershed restoration interventions, including soil and water conservation, groundwater recharge, and nature-based solutions, ensuring upstream–downstream linkages, climate risk considerations, and community-led governance are embedded in design and implementation.
  • Develop and implement an NRM–MSD integration framework for CRS Afghanistan, ensuring productive landscapes are linked to value chains and market opportunities.
  • Champion the scaling of successful interventions, including assessment of scalability using recognized frameworks (e.g., CRS SCALE).
  • Establish rapid feedback loops and learning mechanisms with field teams and partners to test, adapt, and refine interventions.
  • Organize and facilitate peer learning events and technical roundtables with other projects, local authorities, and research partners.
  • Foster technical collaboration and partnerships with local authorities, research institutions, academia, and the private sector to drive innovation and stakeholder engagement.
  • Advise on mainstreaming DRM and climate resilience across all interventions.
  • Provide CP-level technical advisory support for all CRS projects integrating NRM.
  • Lead operational research, cost-benefit analysis, and evidence generation for scalability and donor reporting.
  • Produce policy briefs for government and donors on climate resilience, NRM–MSD integration, and innovation pilots.
  • Lead innovation pilots (e.g., digital tools for watershed monitoring), ensuring robust documentation and analysis of results.
  • Engage private sector for input supply and service delivery linked to NRM interventions.
  • Collaborate closely with the Senior Technical Advisor – Inclusive Market Systems & Livelihoods to ensure integrated approaches and joint deliverables.

Key Deliverables

  • NRM–MSD Integration Framework, developed in close collaboration with the Inclusive Market Systems Advisor.
  • Joint policy briefs and evidence summaries for donors and government on climate resilience, cost-benefit analysis, and innovation pilots.
  • Innovation pilots (e.g., digital watershed monitoring, nature-based solutions) designed, implemented, and evaluated for scalability, with shared learning and results.
  • Peer learning events and technical roundtables organized with key stakeholders.
  • Capacity building plan and training modules for CRS and partner staff, developed and delivered collaboratively.
  • Technical guidelines for climate-smart agriculture, carbon sequestration, and nature-based solutions.
  • Formalized technical collaboration agreements with local authorities, research institutions, academia, and the private sector.
Job Requirements:
  • Master’s degree in environmental science, water governance, climate change, or related fields.
  • 7+ years of experience in NRM, water resource management, climate resilience, and DRR programming.
  • Experience integrating NRM with MSD strategies and scaling interventions.
  • Proven track record in evidence generation, learning, and policy engagement.
  • Experience with World Bank and major donor-funded projects.

Knowledge, Skills, and Abilities

The Technical Advisor will champion inclusive, market-led approaches that integrate gender, youth, and marginalized groups, and utilize digital platforms for market access and learning. The role requires strong commercial acumen, conflict sensitivity, and adaptive management skills, with a commitment to locally-led development and sustainability. Deliverables must be SMART, with clear inclusion outcomes and mechanisms for regular learning and feedback.

Knowledge

  • Advanced understanding of climate resilience, NRM, DRR, and landscape restoration.
  • Knowledge of scaling frameworks, adaptive learning, and innovation in humanitarian and development contexts.
  • Familiarity with different (including bilateral) donors' requirements for private sector engagement, job creation, compliance, and reporting standards.
  • Strong grasp of Afghanistan’s environmental and socio-economic challenges.

Skills

  • Technical expertise in NRM, Water Resource Management, DRM, Climate-Smart Agriculture, and Nature-Based Solutions.
  • Analytical skills for evidence generation, cost-benefit analysis, and policy engagement.

  • Ability to travel and work in challenging, remote environments.

Supervisory Responsibilities: May supervise Community Mobilization Officers and field facilitators

Key Working Relationships:  

  • Internal: Project Manager/Director, Inclusive Market Systems Advisor, MEAL Officer, field teams
  • External: Ministry and Department level technical engagement in Agriculture, Water, Disaster Management, Environment and Rural Development, local technical authorities, research institutions, academia, private sector actors, donors

Required Languages – English (required); Dari and/or Pashto (preferred).

Travel

  • Must be willing and able to travel up to 50% to rural areas.
  • Ability to work in rugged terrain and remote communities.
