The Welfare Association for the Development of Afghanistan (WADAN), in partnership with WHO, is implementing a health project in Helmand province to enhance primary healthcare, immunization, reproductive health, and emergency response services.
The HMIS / Data Management Officer will be responsible for ensuring the collection, verification, analysis, storage, and reporting of health data in line with national HMIS standards, donor requirements, and organizational policies.
Key Duties and Responsibilities
- Ensure systematic, accurate, and timely collection of routine health data from supported health facilities using approved HMIS tools (including registers, tally sheets, reporting forms, and electronic systems such as DHIS2, Kobo), in context with defined indicators and reporting timelines.
- Review, clean, verify, and validate monthly, quarterly, and annual HMIS reports to ensure accuracy, completeness, internal consistency, and logical correctness before submission.
- Maintain and update electronic and hard-copy databases in relation with organizational data management procedures.
- Maintain, update, and organize both soft and hard copies of HMIS data, including registers, reporting forms, databases, and backup files, following approved data management and filing procedures.
- Develop, manage, and regularly update electronic spreadsheets and databases (e.g., Excel, DHIS2 exports, or similar systems) to track indicators, reporting status, and facility performance.
- Analyse routine health data to identify trends, gaps, inconsistencies, and performance issues, and present clear, practical findings to health and project management teams.
- Prepare and maintain dashboards, summary tables, charts, and visual reports to support evidence-based decision-making and program performance monitoring.
- Conduct regular Data Quality Assessments (DQAs), including checks for accuracy, completeness, timeliness, and consistency of reported data.
- Provide structured feedback to health facility staff on data errors, missing values, and reporting gaps, and support corrective actions to improve data quality and reliability.
- Support capacity building of facility staff through on-the-job training and technical guidance on HMIS tools, reporting formats, indicator definitions, and data quality principles.
- Coordinate closely with health teams, MEAL staff, and relevant stakeholders to ensure harmonized data reporting and effective information flow.
- Participate in data review, coordination, and planning meetings as required.
- Ensure strict data confidentiality, data protection, and ethical use of health information, including controlled access and secure storage of sensitive records.
- Ascertain that all HMIS processes, reports, and data management practices comply with donor requirements and internal organizational policies.
- Maintain clear documentation of data sources, revisions, submissions, and approvals to support audits, evaluations, and external reviews.
- Perform any other data management or HMIS-related tasks as reasonably assigned by the supervisor or line manager, in line with the role and organizational needs.
Safeguarding, PSEA, and Compliance
- Ensure integration and implementation of Protection from Sexual Exploitation and
- Abuse (PSEA), Child Safeguarding, and Accountability to Affected Populations (AAP) principles across all project activities.
- Ensure staff and partners adhere to organizational policies, WHO requirements, and codes of conduct.
- Report and address safeguarding concerns in line with established procedures.
