Summary of Key Functions:
The Monitoring and Evaluation (M&E) Officer is responsible for ensuring the effective planning, implementation, monitoring, and evaluation of construction projects, with a particular focus on educational infrastructure and WASH (Water, Sanitation, and Hygiene) facilities. This role plays a critical function in maintaining the strategic direction of the projects, measuring performance through indicators, identifying gaps, and promoting a culture of learning and accountability. The M&E Officer will ensure data-driven decision-making by developing robust M&E systems, conducting field assessments, and producing accurate, timely reports for internal use and donor compliance.
Key Responsibilities:
1. M&E Framework Development and Implementation
Design and develop comprehensive M&E plans aligned with project log frames, donor requirements, and organizational goals.
Define measurable output, outcome, and impact indicators for all construction activities.
Develop standard operating procedures for data collection, validation, storage, and usage.
Establish baseline data and performance benchmarks to enable comparison throughout the project lifecycle.
2. Monitoring, Site Visits, and Quality Assurance
Conduct regular field visits to construction sites to observe implementation progress, verify completed work, and assess the quality of infrastructure against technical drawings and BOQs.
Use monitoring tools (checklists, templates) to systematically record site-level data and contractor performance.
Monitor adherence to safety protocols, environmental considerations, and gender-sensitive infrastructure design (e.g., separate latrines for boys and girls).
Track the achievement of project deliverables against planned timelines, flagging delays or discrepancies for corrective action.
3. Data Management and Analysis
Develop and use mobile-based or manual tools for real-time data collection from field teams, engineers, and contractors.
Clean, validate, and analyze quantitative and qualitative data to assess project effectiveness, efficiency, and impact.
Identify recurring challenges and risks through data trends, and provide evidence-based recommendations to technical teams.
Support the creation of interactive dashboards and visual summaries to support management decision-making.
4. Reporting and Documentation
Prepare high-quality weekly, monthly, and quarterly M&E reports detailing progress, bottlenecks, and key outcomes.
Compile data for donor reporting, audits, and external evaluations in coordination with the project coordinator.
Maintain a well-organized filing system (digital and hard copy) of all M&E tools, datasets, field visit reports, photos, and stakeholder feedback records.
Document lessons learned, success stories, and innovative practices for future programming.
5. Coordination and Stakeholder Engagement
Collaborate closely with construction engineers, project coordinators, logistics teams, and finance to ensure integrated monitoring across functions.
Act as the focal point for liaising with third-party evaluators, external consultants, and donor monitoring teams during reviews or verifications.
Facilitate community-level feedback sessions and ensure participatory monitoring, especially where construction impacts local populations.
6. Capacity Building and Technical Support
Train and mentor field staff, engineers, and site supervisors on M&E tools, data collection protocols, and compliance checklists.
Organize refresher sessions to improve understanding of project indicators, reporting standards, and adaptive learning practices.
Provide technical support to teams in identifying problems early and adjusting implementation plans as needed.
7. Compliance, Accountability, and Learning
Ensure that all M&E activities comply with internal policies, donor guidelines, local government regulations, and ethical standards.
Promote accountability mechanisms such as beneficiary feedback tools, suggestion boxes, or community scorecards.
Support the organization in conducting mid-term reviews and end-of-project evaluations to assess long-term impact and sustainability.
