A. Tax Compliance & Filing
- Calculate and process monthly payroll income tax for all staff in compliance with Afghanistan tax laws.
- Ensure accurate withholding tax on all supplier, consultant, and service provider payments.
- Prepare and submit monthly tax reports to the Ministry of Finance / Da Afghanistan Bank / relevant taxation authorities.
- Maintain updated knowledge of all Afghan tax regulations, exemptions, and amendments.
B. Tax Documentation & Reporting
- Maintain an up-to-date tax ledger and filing system (soft & hard copies).
- Compile and submit quarterly and annual tax statements.
- Prepare supporting documents for donor audits, government reviews, and internal audits.
- Track tax receipts and maintain a tax payment register for audit and reporting.
C. Tax Clearance & Regulatory Affairs
- Lead the annual Tax Clearance Certificate application process for VDO.
- Follow up with tax authorities on outstanding obligations and ensure timely clearance.
- Ensure VDO remains in good standing with the Government of Afghanistan.
D. Vendor & Staff Tax Management
- Verify vendor invoices to ensure correct application of withholding tax.
- Issue tax withholding certificates to suppliers on a monthly basis.
- Guide staff on payroll tax calculations, exemptions, and tax-related queries.
E. Compliance, Policies, and Internal Controls
- Work closely with the Finance, Procurement, and Compliance Departments to ensure internal tax controls are applied.
- Contribute to updates of VDO’s Finance Policy, Payroll SOP, and Tax Procedures Manual.
- Ensure all donor-funded projects comply with the tax environment in Afghanistan.
F. Support to Audits
- Prepare tax-related documents requested by donors, external auditors, internal auditors, or government auditors.
- Participate in audit sessions and provide clarifications on tax computations, filings, and adjustments.
