The Admin & Finance Officer is responsible for overseeing the financial and administrative operations of MHCO projects in Nangarhar province. This role ensures accurate financial record-keeping, budget monitoring, compliance with organizational and donor policies, and proper documentation of all transactions. Additionally, the officer manages office administration, including procurement, asset tracking, logistics, and coordination of travel and meetings. The position supports audits, enforces MHCO policies, and ensures a safe, organized, and efficient work environment while upholding safeguarding and PSEA standards. The officer plays a key role in maintaining transparency, accountability, and operational efficiency across finance and administrative functions.
Duties & Responsibilities:
- Maintain accurate and up-to-date financial records, including vouchers, receipts, and cash books.
- Prepare monthly financial reports and submit them to the Finance & Admin Manager.
- Ensure all expenses comply with MHCO policies and donor requirements.
- Process payments, manage petty cash, and ensure proper documentation and approvals.
- Assist with budget tracking and monitor expenditures for project activities.
- Support audits by preparing required documentation.
- Maintain organized filing systems (electronic and hard copy) for finance, admin, HR, and logistics documents.
- Ensure the office environment is clean, functional, and well-organized.
- Manage office supplies, stationery, and procurement of admin-related materials.
- Handle correspondence, printing, documentation, and communication tasks as required.
- Support travel arrangements, meeting room bookings, and logistical arrangements.
- Assist in preparing purchase requests (PRs), quotations, bid analysis, and purchase orders (POs).
- Ensure all procurement follows MHCO procedures and is properly documented.
- Coordinate with suppliers for deliveries and verify the quality/quantity of received goods.
- Maintain updated asset and inventory lists in coordination with logistics staff.
- Ensure all financial and administrative activities align with MHCO policies, donor guidelines, and audit standards.
- Ensure confidentiality of financial and HR documentation.
- Support internal monitoring or compliance checks conducted by management.
- Follow MHCO’s safeguarding, protection, and PSEA (Prevention of Sexual Exploitation and Abuse) policies.
- Ensure all administrative and financial processes uphold dignity and respect for all staff and stakeholders.
- Report any safeguarding or misconduct concerns following MHCO procedures.
