Job Descriptions:

Job Summary: The Human Resource Manager is responsible for leading all HR functions within the organization, ensuring the effective implementation of HR strategies, policies, and systems. This role focuses on recruitment and onboarding, employee relations, performance management, capacity building, compensation and benefits, and HR compliance. The HR Manager plays a key strategic role in fostering an inclusive, high-performing, and values-driven workplace culture that aligns with the organization’s mission and operational objectives.

Duties & Responsibilities:

  • Develop and implement the organization’s HR strategy, policies, and procedures in alignment with overall organizational goals.
  • Provide strategic HR advice and guidance to management on workforce planning, succession management, and organizational development.
  • Lead annual HR planning, including budgeting, staffing forecasts, and resource allocation.
  • Support change management processes, ensuring smooth transitions and staff engagement
  • Manage the full recruitment cycle from job posting, shortlisting, interviews, and selection to onboarding.
  • In-time submission of all Main Office and Field Office's payrolls to finance department and keep record thereof in the HR department.
  • Ensure transparent and merit-based hiring processes in accordance with organizational and donor policies.
  • Coordinate with hiring managers to identify staffing needs and maintain an updated recruitment tracker.
  • Design and facilitate orientation and induction programs for new hires.
  • Promote a positive and inclusive work environment that fosters teamwork, respect, and motivation.
  • Lead the implementation of performance management systems (PMS), ensuring regular feedback, appraisals, and development planning.
  • Mediate and resolve employee conflicts, grievances, and disciplinary matters in line with HR policies.
  • Ensure consistent communication between management and staff regarding policies and expectations.
  • Conduct training needs assessments and develop staff capacity-building plans.
  • Design and coordinate professional development programs to enhance employee skills and career growth.
  • Support management and technical units with leadership and team development initiatives.
  • Oversee and ensure accurate payroll processing in coordination with the Finance Department.
  • Manage employee compensation, benefits, and insurance schemes in line with organizational policies.
  • Periodically review salary scales and benefit structures to maintain competitiveness and equity.
  • Ensure timely submission of HR reports, leave records, and personnel updates.
  • Ensure compliance with national labor laws, donor requirements, and internal HR policies.
  • Maintain accurate and confidential employee records (both soft and hard copies).
  • Develop and enforce workplace health, safety, and protection policies.
  • Support audits and external reviews related to HR functions.
  • Supervise HR staff and ensure effective delegation of responsibilities.
  • Foster teamwork, accountability, and continuous improvement within the HR department.
  • Serve as a role model for professional conduct, ethical standards, and organizational values.
Job Requirements:

  • Bachelor’s degree in Human Resource Management, Business Administration, or related field (Master’s degree preferred).
  • Minimum 6-7 years of relevant experience in HR management, preferably with NGOs, UN agencies, or international organizations.
  • In-depth knowledge of Afghanistan Labor Law, HR best practices, and international HR standards.
  • Should be familiar with the health system Especially with (BPHS and EPHS) in Afghanistan.
  • Proficient in HR software systems and MS Office Suite.
  • Strong interpersonal, communication, and leadership skills.
  • Fluency in English, Dari, and Pashto.
