About MEDAIR:

Medair is an international humanitarian organization established in 1988. Medair has been operating in Afghanistan since 1996 with programs mainly in the Health, Water & Sanitation, and Livelihoods sectors with significant reconstruction activities in remote areas. Current projects are Water & Sanitation, Food Security, & Disaster Risk Reduction.

An Integrated Emergency Response: Medair aims to respond to high levels of food insecurity, malnutrition, and morbidity in Tirinkot district.  The project intends to improve and extend WASH services including water supply infrastructure and hygiene practices to improve outcomes for vulnerable families.

An Integrated Emergency Response: Medair aims to respond to high levels of food insecurity, malnutrition, and morbidity in Uruzgan, which has been significantly affected by drought and conflict conditions. Building upon Medair’s decades of experience in the Central Highlands and Kandahar, the project intends to improve and extend the utilization of lifesaving preventive and curative nutrition and health services by mothers, PLWs, and children U5; to increase access to clean water, to reduce vulnerability to water-related and other preventable diseases, and to improve and increase food security for the most vulnerable families through food voucher distributions.

Job Descriptions:

Overall purpose:

Oversee day-to-day finance functions, maintaining accurate records and financial documentations, supervise accounting process and expense processing and ensure adherence to Medair procedures, donor requirements and local government regulations.

RESPONSIBILITIES

Technical responsibilities

  • Manage the day-to-day accounting functions of the programme, including, but not limited to:
    • Reconciling / verifying bank and cash amounts on a regular basis.
    • Preparing the monthly financial accounts
    • Financial paperwork checking across departments.
  • Control cash levels and related security concerns.
  • Provide necessary support compliance and internal control with internal and external field financial audits, providing all information required by local legislation, GSO or other bodies.
  • Meet the financial related administrative requirements of Medair, donors, local legislation, suppliers, contractors, employees, and any other stakeholders, so that the functions run efficiently, effectively and with integrity.

General responsibilities

  • Immediate notification of any suspicion of fraudulent activity amongst staff and external links.
  • Adherence to Medair values and to contribute to the wellbeing of the team as an active member.
  • Adherence to Afghan NGO Law and Tax Law.
  • Adherence to all NRS Regulations and Security Standard Operating Procedures and maintaining confidentiality at all times.

Day-to-day accounting

  • Authorises payments up to USD 100,000.
  • Bank transfer and cheque payment, cash, and wire transfer to all Medair field offices.
  • Supporting documents review, mostly in Kabul but provide support to other Finance offices in the field locations, including field staff matrix management.
  • Monthly closing preparation with each Finance office.
  • Labour reports submission and salary allocations
  • Bank and safe proper reconciliation check.
  • Post back sheet review, feedback and advise for correction & Post batches to finance system FIN4U. Oversee accurate entry in accounting software.

Cash levels.

  • Support in preparing the cash flow forecast and monitor cash levels in-country (bank accounts and safes).
  • Over see country liquidity and organize cash transfer to the field on need basis.
  • Assess country cash related security and adapt the appropriate policy.

Audits

  • Maintain documentation in proper condition and have it available for audits (donors, GSO or Gov. offices).
  • Hard and soft documentation archive.
  • Assist Internal control and compliance with follow-up on MTO audit and in-country statutory audit.

Administrative related tasks

  • Meet the finance related administrative requirements of Medair, donors, local legislation, suppliers, contractors, and any other stakeholders, so that the financial aspects of the programme function efficiently, effectively and with integrity.
  • Work with HR to ensure the preparation of monthly payroll list, payment, and record-keeping of staff salaries and / or allowances is done in a timely manner and in accordance with local employment regulations, ensuring that all required statutory deductions are made and subsequently paid to the appropriate authorities.
  • Management bank accounts and liaison related bank
  • Assist with MoEc 6-month report and new project registration.  
  • Monitor tax withholding, booking and payments.
  • Annual tax return and follow-up for yearly tax clearance. Prepare submission of annual tax returns.

General

  • Line management for Kabul Senior Finance Assistant
  • Identifies bottleneck, inefficient processes and mistakes and suggests solutions.
  • Contribute to good relations between all departments in Medair Afghanistan
  • Ensure good communication to all staff (Kabul and field locations)
  • Responsible for assisting the Senior Finance Assistant as necessary and with comprehensive support.
  • Ensures timely reporting of issues to the HR &FIN Manager
Job Requirements:

Education: Bachelor's in BA or Finance/ Accounting is required and Master's degree preferred. 

Relevant experience: Minimum 9 years work experience with NGOs, of which at least 2 years as a senior role in finance is required. Experience in audit and internal control is desirable.

Languages: Fluent Dari & Pashto. Excellent English oral and written skills is required.

Computer: Ease with MS Excel and MS Word and experience of archiving on cloud system is required.

Organizational capacity: Ability to prioritise and multi-task. Ability to supervise teams in other locations and experience in remote management.

Team building: Leadership skills and team player and ability to assist his teams when needed.

Adaptability: Ability to work under pressure and ability to work in cross-culture context.

Problem solving & initiative: Prompt to take initiative. Autonomous decision making and solution-oriented.

Character: Honest and conscientious. Dedicated with strong attention to detail and accountable, high work-ethic.

Communication skills: Ability to clearly communicate and willingness to listen.
