About DG ECHO:

The European Commission’s Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG ECHO) funds relief operations for victims of natural disasters and conflicts outside the European Union. For humanitarian aid, the Commission works with about 200 operational partners, including United Nations agencies, the Red Cross/Crescent movement, and non-governmental organizations (NGOs). Aid is channelled impartially, straight to victims, regardless of their race, ethnic group, religion, gender, age, nationality, or political affiliation.

ECHO announces the national position for a Programme Assistant (2 posts) for its office based in Kabul.  This national position is open to nationals and other residents of Afghanistan with valid work and residence permits.

Job Descriptions:

The Programme assistant carries out activities to contribute to the delivery of an effective humanitarian response. She/He contributes to the appraisal, monitoring and evaluation of projects, including financial assessment of proposals, prepares progress reports and advises on the operational capacity of implementing partners. She/He drafts reports, accompanies Technical Assistants on field visits and pro-actively follows local or regional events. She/He ensures communications with partners, including maintaining grants database. She/He participates in meetings as required, as well as prepares missions.

Job Requirements:

Education:

  • A relevant first level university degree or equivalent professional experience.

Knowledge and Experience:

  • Minimum 3 years of relevant experience at national or international level in supporting programme/project operations, including at least 2 years of experience with an NGO, donor, or national/international organisation;
  • Good knowledge of the EU humanitarian aid system;
  • Good knowledge of International NGOs, UN Aid Agencies and Red Cross Movement;
  • Good understanding of Humanitarian Aid principles, policies and standards;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc).

Languages:

  • Excellent knowledge of English (verbal & writing)
  • Excellent knowledge of Pashto and/or Dari (verbal & writing) – excellent knowledge of both is an advantage.
