The TAPI Pipeline Project is a major regional energy initiative that aims to transport natural gas from Turkmenistan through Afghanistan to Pakistan and India. The Ministry of Mines and Petroleum (MoMP) is responsible for facilitating and coordinating all project activities within Afghanistan. Effective project management is critical to ensuring that Afghanistan’s segment of the project is delivered on time, within scope, and in line with international standards.
Objective of the Assignment:
To provide strategic and technical leadership in managing the TAPI pipeline project activities in Afghanistan by ensuring effective planning, coordination, monitoring, and risk management in compliance with national and international standards.
Key Responsibilities:
- Lead and coordinate the planning, implementation, and monitoring of the TAPI pipeline project activities in Afghanistan.
- Develop and maintain a detailed project plan, including timelines, deliverables, resource allocation, and budget tracking.
- Support inter-ministerial coordination and serve as a liaison between MoMP, TPCL, donors, and other national and international stakeholders.
- Ensure timely identification and resolution of issues that may impact project delivery.
- Develop and implement risk management and mitigation strategies.
- Prepare high-quality project documentation, including progress reports, briefing notes, and decision memos.
- Monitor contractor performance against contract requirements and project milestones.
- Establish and maintain effective project governance structures and reporting mechanisms.
- Support capacity-building efforts within MoMP related to project management tools and methodologies.
- Organize and facilitate coordination meetings, workshops, and technical sessions.
Reporting & Supervision:
The Project Management Expert will report to the Director of the TAPI Project Coordination Directorate at MoMP and will coordinate closely with other technical, legal, and financial experts on the project team.
