Job Descriptions:

Positions Summary:

To manage core Human Resource functions while acting as the organizational Focal Point for Protection from Sexual Exploitation and Abuse (PSEA), Gender Base Violence (GBV) and Gender Mainstreaming. This role supports staff recruitment, development, well-being, and ensures adherence to organizational values and donor standards.

The incumbent plays a crucial role in promoting a safe and inclusive work environment by focusing on preventing and responding to SEA and gender-based violence. This individual ensures that the organization's policies and practices align with ethical standards and best international practices. They are responsible for raising awareness, providing training, handling complaints, and coordinating with relevant stakeholders to address these critical issues. 

He/ She must have 3-5 years of relevant experience and fluency in Pashto/ Dari and English, both verbal and written.  

 

Key Responsibilities

  1. Human Resources (HR) Management
  1. Recruitment & Staffing:
    • Develop and post job advertisements in line with project needs and donor requirements.
    • Facilitate transparent recruitment processes: shortlist, schedule interviews, prepare interview guides, participate in panels.
    • Prepare contracts, offer letters, and onboarding packages.
    • Ensure all recruitment files are properly archived and audit-ready.
  2. Personnel Administration:
    • Maintain accurate and up-to-date personnel files (both hard and digital).
    • Monitor and track staff leave (annual, sick, maternity/paternity, etc.).
    • Prepare monthly payroll inputs in coordination with Finance (attendance, overtime, deductions).
    • Monitor contract expiry dates, probation periods, and initiate extensions or terminations as needed.
  3. Onboarding & Orientation:
    • Organize induction for all new staff, covering organizational policies, Code of Conduct, PSEA, security and Risk Management.
    • Ensure all new hires sign required documents (contract, ToR, confidentiality, PSEA declaration, CoC, etc.).
  4. Performance Management:
    • Facilitate mid-term and annual performance evaluations.
    • Support supervisors in managing underperformance through coaching and progressive discipline.
    • Maintain documentation of performance-related issues and corrective actions.
  5. Staff Development & Capacity Building:
    • Identify staff training needs and recommend capacity-building plans.
    • Coordinate internal and external training opportunities.
    • Maintain a training tracker and records of all completed sessions.
  6. Employee Relations & Well-being:
    • Support conflict resolution and mediate staff disputes when necessary.
    • Promote a positive, respectful, and inclusive work environment.
    • Ensure staff grievances are handled confidentially and promptly.
    • Coordinate staff care initiatives (e.g., stress management, peer support).
  7. Policy Compliance:
    • Ensure compliance with MAAO HR manual, labor law, donor standards, and staff handbooks.
    • Conduct periodic reviews of HR policies and recommend updates.
  8. Audit and Spot Check
    • Assist Program/ Project Manager and donor for conducting external and internal audit.
    • Assist Program/ Project Manager for conducting spot check by Donors.
    • Submitting the entire supporting documents to internal, external audit and spot check.
  1. PSEA (Protection from Sexual Exploitation and Abuse) Focal Point
  • Disseminate PSEA standards among staff, volunteers, and community members.
  • Ensure community-level awareness on how to report SEA cases safely and confidentially.
  • Collaborate with Protection and M&E teams to monitor risk areas and strengthen mitigation measures.
  • Support survivor-centered referral and response mechanisms where needed.
  • Maintain confidentiality and neutrality in all SEA-related matters.
  • Coordinate with Donor PSEA focal points and attend inter-agency meetings.
  • Ensure that PSEA and GBV considerations are integrated into all aspects of HR policies, including recruitment, onboarding, and performance management.
  • Conduct training and awareness-raising sessions for staff, partners, and beneficiaries on PSEA, GBV, and protection principles.
  • Develop and disseminate clear reporting mechanisms for SEA and GBV incidents.
  1. Gender Focal Point
  • Promote gender equality in recruitment, participation, training, and community engagement.
  • Work with project teams to ensure women's meaningful involvement in livelihoods, poultry, vocational training, and FFA activities.
  • Integrate gender-sensitive indicators into project M&E frameworks.
  • Ensure coordination with donor’s Gender and Protection focal point, to attend the required meetings and trainings.
  • Support gender analysis, Do No Harm assessments, and inclusion plans.
  • Report to donors on gender based issues, progress and challenges.
  1. Capacity Building:
  • Provide training and capacity building to staff on PSEA, GBV, and protection principles.
  • Develop and disseminate training materials and resources on PSEA, GBV, and protection.
  • Facilitate knowledge sharing and learning on PSEA and GBV within the organization and with external partners. 
  1. Protection Tasks
  • Consider the protection needs of beneficiaries and ensure to mitigate harm to staff members and beneficiaries.
  • Support staff members and beneficiaries with specific needs to access referral services and additional support.
  • Ensure, “Do No Harm” strategies are practiced and the field teams are briefed and guidance provided properly.

  • The duties and responsibilities set out above are not exhaustive, and the postholder may be required to carry out additional duties from time to time, subject to change with the evolution of the project progress and in accordance with project nature, MAAO, and donor requirements, which are reasonable in relation to their level of skills and experience. The post holder is required to carry out the tasks that are unforeseen issues and circumstances in relation to the program and should remain adaptable to perform responsibilities that may not be mentioned above as and when required.

Work Experience

  • Minimum 3–5 years of progressive HR and field experience in NGOs, with demonstrated PSEA or gender-related work.
  • Prior experience in staff training, PSEA awareness sessions, and gender mainstreaming preferred

 

Language Skills

  • Fluency in Dari/ Pashto and English language skills (writing, speaking, reading and understanding)
