Job Descriptions:

CHILD SAFEGUARDING:

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

WASH & Construction Manager will lead in closed coordination with Director of Program Operation on the sectoral assessment, programme design, technical support, recruitments, procurement and reviewing technical process and documents of WASH & construction project. S/he will be responsible for ensuring the overall quality of national WASH and construction programme works for schools, health facilities/clinics and other programmatic WASH and construction interventions that are delivered in accordance with time cost and quality objectives agreed with programme staff. In most circumstances, the post holder will be expected to mentor and/or capacity building existing country programme staff. On occasion they may also be asked to gap fill a technical advisory role in a longer-term humanitarian country programme.

KEY AREAS OF ACCOUNTABILITY:

WASH

  • Participate in national and zonal WASH/Hygiene Behavior Change Communication (HBCC) coordination meetings to stay informed about the evolving epidemiology and global-level WASH/HBCC guidance, priorities and best practice as well as general coordination.
  • Support the design, planning, implementation, and monitoring of WASH component within the program adaptation, Education (WASH in Schools especially School Improvement plan), Health, Nutrition (including Household Clean Approach), FSL, CP, Humanitarian rapid response as well as in standalone  or integrated community outreach WASH interventions with consideration to social behavior change theories and practices, ensuring consideration to outbreak prevention and response.
  • In context of outbreak, with support from the health team, stigma and rumor/misinformation reduction activities are integrated into community engagement and risk communication interventions.
  • Ensure gender mainstreaming is consistently incorporated into WASH interventions to ensure equality of access, appropriateness as well as addressing and meeting different needs of different groups.
  • Advise on the design and implementation of WASH/HBCC related activities, tool development, review, pretesting, refinement, and finalization.
  • Ensure WASH activities are implemented in coordination and harmonization with Afghanistan WASH Cluster and global WASH guidance, national governments and other relevant platforms as well as SCI standards and Common Approaches.
  • Support on proposal development and technical guidance for WASH in school as integration with Education sector, water supply, sanitation, medical waste, solid waste and  Hygiene Behavior Change and the use of communication to create that change linked to improved Health, Nutrition, Education, FSL and Protection outcomes.
  • Drive the development of the project’s HBCC activities to ensure the inclusiveness and ‘no child left behind’ messaging, across several awareness raising platforms.
  • Develop project tools and guidance to ensure quality implementation and monitoring of WASH standards.
  • Identify potential WASH/HBCC training needs of Save the Children and its partners staff, and support development of short trainings and/or reviews of WASH/HBCC implementation.
  • Support evidence-based learning for programme development, innovation, improvement and advocacy, ensuring that lessons learned are properly documented, effectively disseminated and, incorporated into wider design and implementation of SCI’s work.
  • Work closely with the Monitoring, Evaluation, Accountability and Learning (MEAL) team to ensure quality MEAL systems and frameworks for WASH activities that monitors the impact of projects and progress towards strategic programme objectives.
  • Ensure accountability is considered throughout the design and implementation of the programmes especially in terms of child safeguarding as well as ensuring child participation in the design, implementation and monitoring of the programmes where possible.
  • Pro-actively discussing opportunities for innovation and integration within programme design opportunities including engaging with Gender especially SRH, Disabilities and Inclusion links.
  • Represent SCI at the WASH cluster, as well as other working groups where appropriate, sharing ideas, updates and best practise.
  • Building local partner organization capacity and support in implementing WASH intervention in schools, temporary classes, healthcare clinics and community based resilient interventions.
  • Ensure safeguarding children in WASH program and maintain guideline and protocols among every WASH projects.

CONSTRUCTION

  • Ensure that the minimum quality benchmark standards of construction activities are maintained as per SCI global construction and safeguarding policy and national codes/international standards.
  • Contribute to the project design phase to the preparation of construction risk assessments and identify tailored mitigation measures for the construction process.
  • During the project design phase support the identification of construction modalities according to be implemented according to the project stakeholders, contexts and risks.
  • Identify learning and training opportunities for project staff and work as a mentor and role model for less experienced staff.
  • Lead teams at field level charged with the rapid and permanent construction infrastructure interventions (schools, clinics, child friendly spaces) in emergency and long term programs.
  • Support the recruitment of suitably qualified construction staff and ensure that the structure and allocation of roles within the construction team is capable to delivering quality, timely and good value construction.
  • Support the engagement with communities on issues of design, contractor management and maintenance planning.
  • Contribute to the review and development of building designs to ensure fitness for purpose, structural safety and feasibility. Ensure that best practice hazard mitigation measures are incorporated into buildings to resist earthquakes, high wind and flooding.
  • Develop implementation and quality assurance plans for procurement and construction management of the building process.
  • Prepare/check and ensure quality design drawings, BOQ, estimates and specification must be reviewed and approved by WASH TA.
  • Assess the quality of construction projects both during and after completion and advise on necessary critical improvements making judgements on where improvements are safety critical.
  • Ensure timely and appropriate reporting to all internal stakeholders of construction projects.
  • Ensure that maintenance planning is carried out with community and user groups such that buildings are well kept, and their lifespan is enhanced
  • Support the localisation process by contributing to the preparation of partners technical development plans and expertise strengthening opportunities as well as the design of construction tools and SOPs for partners.
  • Build Partner capacity in Construction and support construction activities led by partner organization.
  • Identify learning and training opportunities for project staff and work as a mentor and role model to build capacity of construction staff.
  • Ensure safeguarding construction benchmarks, tools, policy and protocols maintain for construction activities led by partner organizations, contractors and suppliers.

Job Requirements:

QUALIFICATIONS 

Required

  • Degree in Civil Engineering or related field from an accredited/recognized institute.

Desirable

  • Courses in Engineering Design, Bill of Quantity, Hydrology Survey, water prospecting and water engineering. Familiarity with Auto Cad, communication techniques such as graphic design, visual language and in the use of mobile technology and social media in behaviour change campaigns.

EXPERIENCE AND SKILLS

  • 5 years’ experience in designing and implementing of WASH/HBCC and Construction related interventions for humanitarian emergency and recovery efforts.
  • Proven experience with WASH/HBCC material and message design, and capacity strengthening.
  • Strong interpersonal and teamwork skills complemented by the ability to conceptualize ideas and advocate consensus.
  • Experience planning and facilitating workshops and meetings, with excellent presentation skills.
  • Ability to "think out of the box" and to make innovative proposals as related to WASH integration as service provider to SC core sector such Education, Health & Nutrition, Education, FSL and Protection.
  • Strong advocate and understanding of gender equality and disability inclusion mainstreaming in WASH and construction programming.
  • Ability to work effectively in a rapidly changing, fluid environment; including possessing skills in proactive and strategic thinking, problem solving, demand prioritization, and flexibility.
  • Excellent written and verbal English language skills including writing reports, and program success stories.
  • Strong knowledge of structures at national, district, and community levels and a minimum of one year working experience for the public health issues at the national level.
  • Good understanding of Dari and Pashto languages.
