Job Descriptions:

Job Summary:

The Audit Specialists will support the financial monitoring component of i-APS’s TPM services for both the CASA-1000 and HER projects. Working closely with the Financial Monitoring Lead and Sector Teams, the auditors will conduct voucher testing, procurement file reviews, and stock verifications to ensure fiduciary compliance with donor requirements. These roles require both desk-based and field-level audits in Kabul and provincial sites.

 Key Responsibilities:

  • Conduct transaction-level audits including voucher sampling, payment authorization, and verification of expenditure validity
  • Perform stock counts of medical supplies, construction materials, and equipment against procurement and delivery records
  • Review procurement files for compliance with donor procurement rules (e.g., World Bank, UNICEF)
  • Document all findings in structured audit formats and prepare field visit reports with risk ratings
  • Identify and flag inconsistencies, unsupported expenditures, or red flags for follow-up
  • Work collaboratively with infrastructure and health-sector teams for integrated TPM reporting
  • Support implementation of HACT audit methodologies as per World Bank TORs
  • Ensure familiarity with local-language financial documentation (Dari/Pashto ledgers, receipts, contracts)
  • Liaise with financial staff of implementing partners (e.g., DABS, SPs, UNICEF) as needed
  • Maintain audit trail evidence and ensure compliance with data protection and confidentiality protocols
Job Requirements:

Qualifications:

  • Bachelor’s degree in Accounting, Finance, or Auditing
  • Minimum 6 years of experience in auditing, particularly within the NGO or development sector
  • Strong familiarity with voucher testing, procurement auditing, and financial risk identification
  • Experience with Afghanistan-based NGOs or UN partners preferred
  • Ability to interpret financial records in Dari and Pashto is mandatory
  • Knowledge of donor financial standards (e.g., World Bank, UN) and audit protocols
  • Strong analytical and reporting skills, with proficiency in Microsoft Excel and audit tools
  • Willingness to travel to project sites in various provinces under i-APS security guidance
  • High level of integrity, confidentiality, and professional ethics.
