JOB DESCRIPTION:

Job Summary: 

The Security & Duty-of-Care Lead is responsible for ensuring the safety, security, and duty-of-care compliance of i-APS’s field operations under the World Bank TPM project. The role includes managing security risk assessments, supporting movement coordination, and ensuring compliance with HEAT and ISO 31030 standards. This role will be based in Kabul with travel to operational corridors and is essential in maintaining staff welfare, security planning, and emergency response.

Key Responsibilities:

  • Conduct weekly Security Risk Assessments (SRA) for Kabul and field corridors
  • Coordinate escort arrangements and security protocols for all field movements
  • Lead and manage the MEDEVAC activation protocol and contingency planning
  • Serve as the focal point for all security incident reporting and analysis
  • Ensure compliance with ISO 31030 risk management standards
  • Deliver or arrange HEAT (Hostile Environment Awareness Training) for field staff
  • Liaise with security agencies, implementing partners, and UN security coordinators
  • Monitor emerging risks and advise leadership on threat mitigation strategies
  • Maintain and regularly update the Business Continuity Plan and Evacuation Procedures
  • Supervise and support Security Specialist(s) and local security teams
Job Requirements:

JOB REQUIREMENTS:

Qualifications:

  • Minimum 8 years of experience in security roles in INGO or UN Agencies. 
  • HEAT Instructor Certification (or equivalent training credential)
  • Demonstrated knowledge of ISO 31030 (Travel Risk Management)
  • Strong background in duty-of-care, emergency planning, and field logistics
  • Excellent coordination and communication skills
  • Proven experience working in fragile or high-risk settings, preferably Afghanistan
  • Fluency in English (Dari or Pashto an asset)
  • Ability to work under pressure, in austere environments with minimal supervision
