This is a full-time, grant-funded position based in Faryab Province, responsible for the overall leadership, strategic direction, and operational management of two Afghanistan Humanitarian Fund–supported projects: (1) LIFELINE: Linking Integrated Frameworks for Essential Health, Nutrition, and Equity, and (2) Provision of WASH Services to Drought-Affected Communities in Faryab Province. The Project Manager will provide day-to-day oversight and coordination of integrated health, nutrition, and WASH interventions to ensure high-quality, timely, and accountable implementation in line with donor requirements, World Vision policies, and international humanitarian standards.
The Project Manager will lead the planning, implementation, and monitoring of project activities, ensuring alignment with objectives, budgets, and work plans. This includes direct supervision of field staff and coordination with technical teams, partners, and provincial stakeholders. The role also entails oversight of financial management, procurement, staff performance, and risk mitigation, while ensuring compliance, safeguarding, and gender-sensitive practices.
The PM will represent the project in coordination forums, strengthen relationships with local authorities and humanitarian actors, and support community engagement for effective and sustainable delivery. Reporting to the Zonal Manager in Faryab, the PM will work closely with technical, finance, supply chain, MEAL, and operations teams to ensure integrated and adaptive project management. Strong leadership, coordination, and technical expertise across multisector programming are essential for success in this role.
Major Responsibilities
Leadership:

- Ensure internal communications mechanisms are in place so policies, information and decisions are appropriately shared with AHF staff.
Project Management (Quality Implementation)

- Direct and oversee the AHF Health, Nutrition and WASH projects implementations, ensuring that all strategic objectives are met through proper planning, staffing, implementation, and quality assurance.
- Coordinate with program, finance and administration staff to ensure operational systems are in place to support field activities.
- Ensure that the program systems and staff are working to achieve the project goals and objectives and that the project is maintaining World Vision and donor accountability standards.
- Ensure appropriate structures, internal and external standards, staffing, resources and policies as well as all grant requirements are adhered to.
- Ensure that the Detailed Implementation Plan is updated on monthly basis and track the performance of the projects activities and outputs against expected results and adjust implementation processes to ensure the project is progressing towards the intended outcomes.
- Ensure clear understanding of projects assumptions by all project staff to aim at effective and timely achievement of project goals, outcomes and outputs.
- Ensure that all terms and conditions agreed in the signed MoUs with donor and government departments are adhered to throughout the life of the project. Ensure that all project activities meet core humanitarian and government standards.
- Provide managerial guidance and support to the project staff in order to implement the project components timely and smoothly.
- Prepare and submit procurement plan in close coordination with the team.
- Ensure that effective internal and external risk management is in place, including standards for monitoring, escalating to, and managing incidents.
- Track project risk in order to timely adjust and implement the existing contingency plan.
Liaison and Networking
- In coordination with the Zonal Manager, establish and maintain liaison with relevant government departments.
- Represent World Vision in local coordination forums and liaise with government officials and donors, UN-bodies and other partners wherever appropriate and required.
- Create an enabling environment for dialogue, information sharing, partnerships and, and cooperation between local communities, government structures and project partners when delivering project interventions.
- Maintain excellent working relations with internal and external stakeholders.
- Coordinate closely with other NGOs in the area to ensure complementary programming.
- Effectively represent WV operations and mission when accompanying visitors, e.g. donor and/or Government representatives, journalists and other delegations to project sites
- Monitoring, Reporting, Documentation & Knowledge Management
- In coordination with WV Afghanistan’s Programs Department, regularly monitor and evaluate the progress of the project.
- Ensure accurate quality narrative and financial reports are submitted in a timely manner and according to donor requirements.
- Work closely with MEAL to ensure Monitoring and Evaluation frameworks of the projects are in place and used to guide project implementation.
- Develop and maintain effective project quality assurance mechanisms, including monitoring system for tracking of project progress against indicators, activities and key project milestones, reporting, evaluation, and communication systems.
- Conduct routine visits to project sites (both direct and partner implementation sites) for purposes of project support, monitoring ensuring that implementation is per approved DIP.
- Organise and facilitate regular project review meetings with project staff and partner to review progress and quality of activity implementation and ascertain that protocols & guidelines as well as international minimum SPHERE standards as provided are met.
- Submit timely accurate and quality reports that meet donor requirements.
- Work closely with MEAL and other technical managers to develop tools for monitoring, reporting, documentation and knowledge management, including establishment of standard tools and systems for documentation and information sharing of project progress, best practices, lessons learned and success stories.
- Analyse the impact of project and promote learning by documentation of best practices. Use this information to support decision- making processes.
- Ensure proper documentation of project processes is upheld.
- Travel regularly to all project sites to ensure proper implementation of project activities.
- Create and present monthly summaries of project activities and future plans to World Vision Afghanistan leadership.
Staff Management
- Coordinate and oversee the hiring process for project staff and ensure that the best staff are hired
- Ensure Make sure that all new staff receive the right induction and training and that they have all the resources they need to do their job.
- Monitor staff performance and raise any issues with Human Resources if necessary.
- Initiate and perform, with support from others, staff performance appraisals.
- In coordination with P&C, maintain accurate employee data files and oversee completion of routine issues such as contract renewals, leave, salary adjustments.
- Identify staff capacity needs and undertake pro-active on-the-job training to strengthen their capacity to deliver interventions.
- Ensure that staff and partners understand and follow the World Vision child protection policy and that awareness-raising on child protection, response and incident reporting is occurring.
Financial Management
- With support from WV Afghanistan’s Finance Department, assume primary responsibility for budget reviews and monthly financial reports, highlighting concerns as they arise.
- Ensure high standards of stewardship and accountability for all resources. Work with the Regional Finance Officers, Administration Officer and other departments to build a strong internal control environment, ensuring compliance with WV and donor financial policies and procedures and promoting a culture of transparency and accountability.
- Ensure proper coding and budget availability of all project expenses.
- Prepare and oversee the submission of monthly cash requests for project operations.
- Ensure contractors and creditors are paid in a timely manner.
- Review and approve expenditures and contract according to assigned levels of authority.
- Manage the grant budget within approved spending levels for both WV and donors, and ensure accurate and timely financial reports to donors and key management staff at World Vision.
- In conjunction with the finance team, ensure grant and project compliance whereby project expenditures are reasonable, allocable, prudent, and spent in accordance with donor rules and regulations to ensure compliance with an external audit.
- Track project expenditure and reporting
Security
- Ensure that organizational security measures and directives are integrated into project.
- Alter project methodologies as necessary to accommodate changing security situations, and ensure the donor is informed/modifications are requested.
- Monitor the security situation daily, report as necessary and adjust national staff travel plans as required.
Other
- Adhere to WV Child and Adult Safeguarding policy and standards.
- Adhere to WV accountability standards.
- To be aware and prepared to implement WV Afghanistan Humanitarian and Emergency Affairs plan in Badghis
- Ensure that proper community development practices and “Do No Harm” practices are incorporated and upheld throughout the planning and implementation of the project.
