Establish appropriate project management setup and tools for efficient, effective, and coherent project (s) implementation.
- Contribute to all stages of the H&N project cycle, including needs identification, design, implementation, coordination, monitoring, evaluation, and closure.
- Participate in internal and external project coordination meetings to discuss challenges, share recommendations, and ensure smooth implementation.
- Share technical and operational challenges with the line manager (H&N HoD), field coordinator, and department heads to support effective project execution.
- Collaborate with support and program teams to ensure availability of key project documents (e.g., LFA, DIP, work plan, risk register, governance structure).
- Support Nutrition and Health PMs in maintaining and disseminating updated project documents for team adaptation and use.
- Assist in developing detailed project BoQs for activities such as training, workshops, and health facility rehabilitation.
- Contribute to the development and review of Monthly Activity Progress Reports (APR) in collaboration with Nutrition and Health PMs and the MEAL department.
- Ensure clear M&E plans are in place, aligned with key deliverables and project goals.
- Ensure project managers, supervisors, and health workers understand project goals and objectives through routine checks and communication.
- Support the development and dissemination of technical SOPs, guidelines, and manuals, ensuring frontline health workers have access to and understand these materials.
- Propose adaptive project activities and strategies based on assessment findings.
- Foster active participation from local partners and project teams in regular project review and modification exercises.
Ensure the quality and effectiveness of project delivery.
- Ensure all nutrition and health staff, especially health workers and supervisors, receive basic and refresher training based on identified needs before deployment and throughout project implementation.
- Collaborate with the Capacity Building Manager (CBM) to maintain a dynamic training and capacity-building database, in coordination with Nutrition and Health PMs and supervisors.
- Support capacity building of local partners through training, coaching, and project supervision.
- With CBM, strengthen the capacity of supervisors in supportive supervision, mentoring, coaching, and data-driven performance tracking.
- Develop or adapt a standard supportive supervision checklist in consultation with the Nutrition and Health HoD and PMs.
- Institutionalize continuous quality improvement initiatives across projects using tools like the Harmonized Quality Improvement Package (HQIP) for BPHS services.
- Ensure availability and understanding of standard service delivery guidelines, SOPs, and protocols in all supported health facilities.
- Support the development and dissemination of simplified implementation guidelines to standardize project activities.
- Collaborate with Nutrition and Health PMs to support supervisors in organizing regular (monthly/quarterly) project performance review meetings.
- Promote the use of data and performance indicators to identify gaps, track improvements, and inform decision-making.
- Work closely with the Pharmacy Manager on the estimation and quantification of medicines and medical supplies, ensuring proper budgeting to prevent stock-outs.
- Coordinate with the Mission Pharmacy, Logistics Manager, and Nutrition and Health HoD to ensure timely procurement and distribution of supplies and equipment.
- Ensure timely completion of health facility rehabilitation and address logistical challenges in coordination with relevant departments.
- Support effective community engagement strategies, including outreach vaccination services, to mobilize communities for behavior change and improved health outcome.
Representation, engagement and coordination role
- Represent ACF at regular and ad hoc operational meetings and workshops by donors.
- Prepare high-quality presentation materials and project performance updates in collaboration with the project teams, relevant departments, and local partners.
- Ensure adequate preparation for donor operational and coordination meetings, including clear agenda items and appropriate ACF representation.
- Share meeting schedules and agendas in advance with key project team members and ensure adherence to them.
- Develop and distribute minutes of regular operational meetings with donors, along with clear action points, to the project teams in a timely manner.
- Monitor the implementation of agreed action points from meetings.
- Attend project-specific monthly and quarterly coordination meetings organized by NEOC, MoPH, PPHD, DoPH and clusters.
- Attend other external meetings as requested by the H&N HoD
Ensure proper project reporting, monitoring, and evaluation of projects.
- Plan and conduct frequent field visits and supportive supervision of health facilities (e.g., SHCs) and communities, sharing findings with the project team for reflection and corrective action.
- Collaborate with the nutrition and health team and local partners to prepare and review periodic project reports (e.g., Kobo, monthly, quarterly, semi-annual, and annual reports), ensuring they meet quality standards and are submitted on time to the relevant departments and donors.
- Work closely with MEAL and the Nutrition and Health Department to promote the effective use of the project database and APR to inform project progress and quality improvement.
- Organize periodic APR review meetings with the PM, MEAL focal point, and nutrition and health supervisors.
- Review and complete project APRs, ensuring timely submission with minimal errors for further review and validation by the coordination team.
- Collaborate with MEAL and the Nutrition and Health Department on project-specific assessments and evaluations, providing technical input and capacity building. Ensure consistency between different reports and data sources (e.g., financial and technical reports, APR, project database, and Kobo Toolkit).
- Plan and conduct joint supportive supervision and project review meetings with local partners for projects and similar exercises for other projects.
- Liaise with the MEAL department to address beneficiary complaints using CFRM results in a timely manner.
- Support and promote women’s initiatives in project-supported health facilities to improve service quality and standards of care.
Ensure proper project budget tracking, utilization, and timely procurement, acquisition, and utilization of supplies across all projects.
- Regularly review of Budget Follow-Up (BFU) tools in consultation with the base and coordination finance focal persons, field coordinator, and nutrition and health PM.
- Assist the nutrition and health PM in forecasting costs for critical nutrition and health activities based on the updated BFU.
- Actively participate in regular BFU meetings, providing inputs and updates.
- Coordinate with logistics and other departments to initiate timely procurement of goods and services ensuring project spending aligns with the elapsed time.
- Support the nutrition and health PM in budget realignment and modifications based on project needs and demands.
- Work closely with the nutrition and health PM and finance focal persons to ensure compliance with donor’s budget management requirements, including flexibility and time sensitivity.
- Collaborate with the nutrition and health PM and logistics focal person to ensure that all project procurements and supplies from UNICEF, WHO, and WFP are properly recorded and dispatched to service delivery points via the link system.
- Ensure that materials and supplies purchased for the project contribute to achieving planned nutrition and health outcomes.
To coordinate and organize SMART surveys, Rapid Nutrition Assessments (Light-SMART) and other health and nutrition related surveys and assessments
- Coordinate survey/assessment calendars with health and nutrition partners and ACF HoD/DHoD, assist in team recruitment, and provide training on SMART, RNA (Light-SMART), and other Nutrition and health surveys/assessment methodologies. Produce survey reports with lessons learned, recommendations for future programming, and organize meetings to present results and achievements.
- Ensure collection of relevant geographic, population, and contextual information, while adhering to SMART methodology and updating questionnaires. Organize planning, training, and material preparation, and train partner staff on survey procedures. Collect field data, ensure quality control using ENA-SMART software, run analyses, and prepare conclusions for preliminary and final reports.
- Verify and clean data quality, analyze nutrition, MHCP, FSL, and WaSH data to identify sector relationships, gather relevant secondary information, and interpret findings to draw conclusions for the final report.
- Write a preliminary report summarizing methodology, results, and recommendations within 2 weeks of data collection, and a final report within one month, including methodology, analysis, conclusions, and program recommendations. Prepare and present survey findings to stakeholders and the AIMWG before dissemination.
- Ensure proper human resources management and development.
- Support the well-being of all project staff, with particular attention to female staff, by facilitating access to counseling, medical care, and follow-up services.
- Promote staff motivation through initiatives such as promotions, rewards, and recognition, in coordination with HR.
- Promote awareness and adherence to ACF’s Code of Conduct, Charter of Principles, Safeguarding, PSEA, and Humanitarian Principles among all project staff, participants, suppliers, and contractors.
- Facilitate awareness activities to reinforce compliance with these policies.
- Report any breaches of ACF policies, including fraud, corruption, or abuse of power, to the line manager and relevant focal points.
- Collaborate with HR and the Nutrition and Health HoD to develop and regularly update job descriptions for all project staff.
- Support the Nutrition and Health PM in setting annual objectives and conducting regular performance appraisals for project staff, with HR assistance.
- Assist in managing and resolving team conflicts in collaboration with HR, addressing both immediate issues and root causes.
- Participate in disciplinary processes in line with ACF protocols, working closely with HR and line managers.
- Identify training, capacity-building, and career development needs regularly, and work with HR, the field coordinator, and the Nutrition and Health department to develop and implement training plans.
- Promote ACF’s affirmative action policies to recruit and retain female staff in appropriate roles.
- The nutrition expert will provide support and technical assistance to nutrition and health projects as well as other multisectoral projects in the Afghanistan mission.
- S/he will also contribute to the development and revision of the nutrition and health strategy document at the mission level.
- S/he will carry out other tasks assigned by his/her line manager.
