Main Duties & Responsibilities:

Below are the main duties and responsibilities of the Finance/Admin Manager:

  • Provide ongoing guidance and technical support to subordinate staff to ensure effective planning, execution, and monitoring of project activities in line with IMC’s objectives and contractual obligations.
  • Maintain a comprehensive understanding of the respective roles and responsibilities of the Ministry of Public Health (MoPH), including PPHD and technical departments, as well as IMC’s commitments to ensure smooth project delivery.
  • Ensure timely and high-quality preparation of reports in line with donor and contractual requirements, strictly following agreed reporting schedules and formats while maintaining accuracy and completeness.
  • Support the smooth delivery of project work plans by actively addressing operational challenges, coordinating across teams, and keeping the line supervisor regularly updated on progress and any emerging issues.
  • Organize and conduct structured orientation sessions for staff at provincial offices and health facilities, ensuring that all team members are well-informed about the MoPH/IMC operational manuals, policies, and procedures, particularly regarding pay-for-performance mechanisms.
  • Work to ensure project staff have the financial, technical, and logistical resources necessary to meet key performance indicators and deliver quality services.
  • Guarantee that salary payments and incentives for staff are strictly performance-based, aligned with validated results from third-party verification processes.
  • Oversee adherence to the minimum service standards and quality benchmarks outlined in the project contract, ensuring consistency across all project sites.
  • Develop and deliver capacity-building presentations and training sessions to sub-office colleagues on IMC’s policies, operational strategies, and supervisory systems as part of ongoing staff development initiatives.
  • Design and maintain an efficient and well-organized financial filing system that ensures transparency, accountability, and easy access to critical records for audits and reviews.
  • Implement a comprehensive tracking and monitoring system to systematically assess progress on key activities, milestones, and deliverables, enabling evidence-based decision-making.
  • Coordinate and supervise all operational functions, including preparation and management of budgets, maintenance of accurate records, oversight of payroll, and proper accounting documentation to support project activities.
  • Promote collaborative budget planning by engaging staff at both provincial and health facility levels, ensuring ownership and accountability for financial resources.
  • Consolidate and review budget submissions from all departments, prepare realistic and aligned operational budgets, and monitor actual expenditures against budget allocations, addressing discrepancies proactively.
  • Oversee the review and approval of financial documents, invoices, and payment requests, ensuring compliance with IMC’s internal controls and transparency standards.
  • Monitor all project expenditures to ensure that funds are used efficiently and cost-effectively, and that spending is aligned with approved budgets.
  • Serve as an active member of the staff appraisal committee, contributing to the fair and objective evaluation of staff performance during annual reviews.
  • Ensure full compliance with all regulatory, legal, and donor reporting requirements, including taxation laws and the submission of timely quarterly and annual reports and financial statements.
  • Review and share detailed budget control reports (BCR) with relevant stakeholders, ensuring alignment with project budget lines and highlighting areas needing attention.
  • Validate all vouchers and ensure that supporting documents meet IMC’s financial policies and audit requirements.
  • Develop, manage, and regularly update a robust financial database to strengthen financial reporting, tracking, and analysis capacities.
  • Actively participate in key coordination meetings, including Provincial Management Board meetings, general staff assemblies, cluster coordination forums, and other relevant platforms to represent the pharmaceutical and operational components of the project.
  • Conduct routine supervision and monitoring visits to health facilities—at least three times per month—to provide technical support, ensure compliance with standards, and identify areas for improvement.
  • Consistently produce and submit well-organized, accurate, and insightful reports to supervisors, reflecting both achievements and challenges in project delivery.
  • Take on additional responsibilities and tasks as assigned by the line supervisor or headquarters team, contributing flexibly to the wider objectives of IMC’s mission.

Qualifications:

  • Bachelor’s degree in finance or economics or equivalent in finance certified by the relevant higher education authority in Afghanistan or other countries

Experience: 

  • At least 10 years full-time experience in accounting and finance.

Competency :

  1. Good interpersonal skills and ability to work in a team.
  2. Experience in Financial Management in humanitarian context in Afghanistan (EPHS, BPHS,)
  3. The candidate must have strong command in English, Dari/Pashto Languages.
  4. Computer skills: QuickBooks ,Word, Excel, Outlook and PowerPoint
