1. Introduction:
The Kabul Historic Gardens Trust (KHGT) is a nonprofit, non-governmental, national entity committed to operating three public-historic sites: the Bagh-e Babur, the Chihilstoon garden, and the Timur Shah Mausoleum. To ensure compliance, transparency, accountability, and efficient use of resources, the agency requires the services of the Deputy General Manager to strengthen its internal control systems and risk management frameworks.
AKCS-A provides technical assistance to KHGT.
2. Objective of the Assignment:
The Deputy General Manager is responsible for evaluating the effectiveness of internal controls, risk management practices, and governance processes of the agency. The position aims to provide independent and objective assurance and consulting services to add value and improve the agency’s operations and mitigate the associated risks.
3. Scope of Work:
The Deputy General Manager shall:
- Review the adequacy and effectiveness of internal controls, systems, and procedures.
- Evaluate compliance with applicable laws, policies, procedures, donor requirements, and best practices.
- Perform risk assessments and develop annual audit plans based on risk prioritization.
- Conduct operational, financial, and compliance audits.
- Assess the reliability and integrity of financial and operational information.
- Evaluate the effectiveness and efficiency of resource utilization.
- Provide recommendations for improvement in control systems and operational processes.
- Follow up on the implementation of audit recommendations and action plans.
- Prepare internal audit reports and present findings to the Executive Director and/or the Board.
- Conduct special audits or investigations as requested by management or the Board.
- Ensure confidentiality, objectivity, and independence in all audit-related activities.
4. Reporting Line:
The Deputy General Manager will functionally report to the General Manager of Finance, the Committee of the Board, and the Board of Directors.
5. Deliverables:
Develop and submit an Annual Internal Audit Plan.
- Prepare and present a Risk Assessment Report.
- Produce Internal Audit Reports for each audit assignment conducted.
- Submit Follow-up Reports on the implementation status of audit recommendations.
- Provide Summary Reports for senior management and the Board of Directors.
- Conduct and report on Special Audits or Investigations, as required.
- Coordinate, and if necessary, support the operational activities of public site managers at the Bagh-e Babur, Chihilstoon, and Timur Shah Mausoleum.
- Standardization procedures across the organization, including accounting records, reporting formats, forms, staff appraisal templates, and personnel files.
- Liaise with the Ministry of Economy to ensure compliance with relevant laws and regulations, and to facilitate the timely submission of required reports.
- Oversee income collection, ensure accurate recording of financial transactions, and maintain proper documentation of vouchers and invoices with full transparency and accuracy.
- Monitor and support the Finance Manager, providing guidance and assistance as needed to ensure effective financial management.
- Ensure internal administrative discipline, the proper implementation of organizational policies and procedures, promote transparency and punctuality, and uphold HR policies and standards.
6. Ethical Standards:
The Deputy General Manager must adhere to the professional code of ethics of internal auditing, maintaining objectivity, confidentiality, and impartiality.
7. Work Conditions:
Although the standard working time is 48 hours per week, due to the nature of the public sites, which may remain operational beyond official hours, the applicant is expected to be flexible and willing to work additional hours, including overtime and on days off, as required.
