The Women and Children Charity Support Organization (WCCSO) is a non-profit, non-political, non-sectarian, and non-governmental organization registered with the Ministry of Economy (MoE) on 7/10/2018 according to the final decision no. 4491, and is entitled to work in Afghanistan as an NGO. WCCSO is mandated to work in the areas of Social Services, Education, Health Awareness, and Agriculture. WCCSO was established by a group of committed, dedicated, and professional volunteers to offer result-oriented services to rural, urban slum, and urban areas of Afghanistan. WCCSO's services will be delivered through the utilization of easily adaptable, well-received, and participatory community empowerment strategies, as per the key principles of result-based management (RBM) approaches, and in line with Afghanistan's national development priorities and strategic plans.

Job Description

The M&E Staff  will be responsible for overseeing and ensuring compliance with the policies, procedures, and regulatory requirements of the General Food Assistance (GFA) program. They will monitor program activities, identify potential risks, and recommend corrective actions to mitigate issues and enhance the overall effectiveness of the GFA program.

Key Responsibilities:

  • Develop and maintain a comprehensive monitoring framework to assess compliance across the GFA program
  • Regularly review and analyze relevant program data, reports, and documentation to identify areas of non-compliance
  • Conduct on-site inspections, interviews, and process reviews to evaluate the effectiveness of program controls and identify improvement opportunities
  • Collaborate with program managers, logistics personnel, and subject matter experts to address compliance risks and enhance program policies and procedures
  • Develop M&E plans, and prepare detailed reports summarizing monitoring findings, recommendations, and action plans for the GFA program
  • Conduct Quarterly Post-Distribution Monitoring (PDM) Reports, and Market Assessments. 
  • Provide training and guidance to program staff on compliance requirements and best practices
  • Serve as the primary liaison between the GFA program and relevant regulatory bodies, responding to inquiries and audits
  • Stay up-to-date on changes in applicable laws, regulations, and industry standards that may impact the GFA program
  • Continuously seek ways to improve the monitoring program and streamline processes for the GFA initiative
Job Requirements:
  • Bachelor's degree in business, finance, LLB and others filed
  • 2-3 years of experience in a compliance, auditing, or risk management role, preferably in the humanitarian or development sector
  • Strong understanding of regulatory frameworks and industry best practices related to food assistance programs
  • Excellent analytical and problem-solving skills
  • Effective communication and interpersonal skills to collaborate with cross-functional teams
  • Ability to work independently and manage multiple priorities
  • Proficient in data analysis, reporting, and presentation tools
