د افغاني سرې میاشتې ټولنه (ARCS) په 1934 کې تاسیس شوې، یوه خپلواکه، بشردوستانه اداره ده چې د افغانستان دولت لخوا د دولتي ادارو لپاره د مرستندویه په توګه پیژندل شوې. ARCS د ناورین سره د غبرګون خدماتو په وړاندې کولو کې مهم رول لوبوي. د سرې میاشتې قانون د ۲۰۱۶ کال له مخې، ARCS خپل فعالیتونه د بشریت، بې پرېتوب، بې پرېتوب، خپلواکۍ، رضاکارانه خدمتونو، یووالي او نړیوالتوب له اصولو سره سم ترسره کوي. د نورو په منځ کې، ARCS دنده لري چې د ناورین ځپلو ټولنو سره مرسته وکړي، بیړني سرپناه چمتو کړي، او زیانمنونکو خلکو ته د مرستې توکي وویشي. د 7 سیمه ایزو څانګو او 34 والیتي څانګو او د 20,000 څخه زیاتو کارمندانو او روزل شوي رضاکارانو شبکې له لارې، ARCS د یو څو ملي سازمانونو څخه دی چې په ټول هیواد کې پراخ او لاسرسی لري. په تیرو لسیزو کې، ARCS په دې توانیدلی چې خپل بې طرفي وساتي او د منلو څخه خوند واخلي چې ټیمونه یې د جګړې په لیکو کې د اصولو بشري عمل ترسره کړي، په شمول د هغو سیمو په لویه برخه کې چې د وسله والو مخالفینو تر کنټرول لاندې دي. د سره صليب د سرې مياشتې د غورځنګ د ملګرو په ملاتړ – د سره صليب او سرې مياشتې ټولنې نړيوال فدراسيون (IFRC)، د سره صليب نړيواله کميټه (ICRC) او د ناروې سره صليب – ARCS هم پياوړی شوی دی. د دې مدیریت سیسټمونه، طرزالعملونه او شراکتونه د عامه چارواکو په غوښتنه یا د خپل نوښت لاندې بیړنیو حالتونو ته د ځواب ویلو لپاره

معلومات مختصر در مورد جمعیت هلال احمر افغانی سره میاشت 

جمعیت هلال احمر افغانستان که در سال 1934 تأسیس شد، یک نهاد مستقل و بشردوستانه است که توسط دولت افغانستان به عنوان یک نهادخیریه و بیطرف برای ادارات دولتی به رسمیت شناخته شده است. جمعیت هلال احمر افغانی سره میاشت نقش مهمی در ارائه خدمات رضاکارانه و کمک های بشری ایفاء میکند. بر اساس قانون و اساس نامه جمعیت ملی فعالیت های خویش  را مطابق با اصول هفت گانه خویش  بشردوستی، بی طرفی، استقلالیت، خدمات رضاکارانه، وحدت و جهان شمولیت غیر جانبداری انجام می دهد. از جمله، جمعیت ملی وظیفه دارد به جوامع آسیب دیده کمک کند، سرپناه اضطراری تهیه کند و اقلام امدادی را بین افراد آسیب پذیر توزیع کند. جمعیت هلال احمر از طریق شبکه ای متشکل از 7 زون ساحوی و 34 نمایندگی در ولایات میباشدکه بیش از 20000 کارمند و رضاکار آموزش دیده،با همکاری سازمان های ملی و بین المللی با در سطح کشور برای کاهش الارم بشری در طول دهه‌های گذشته، جمعیت هلال احمر افغانی سره میاشت موفق شده است که بی‌طرفی خویش را حفظ کند و از پذیرشی برخوردار است که تیم‌هایش را قادر می‌سازد تا اقدامات بشردوستانه اصولی را در سراسر خطوط درگیری، از جمله در بخش‌های بزرگی از مناطق تحت کنترل گروه‌های مخالف مسلح، انجام دهند. با حمایت شرکای خود مانند اداره محترم - فدراسیون بین المللی صلیب سرخ (IFRC)، کمیته بین المللی صلیب سرخ (ICRC)  و دیگر شرکای خویش تقویت میگردد .

Established in 1934, the Afghan Red Crescent Society (ARCS) is an independent, humanitarian institution which has been recognized by the government of Afghanistan as an auxiliary to State agencies. ARCS play an important role in delivering disaster response services. Under the 2016 Red Crescent Law, ARCS carry out its activities in accordance with the principles of humanity, impartiality, neutrality, independence, voluntary services, unity and universality. Among others, ARCS have the duty to provide assistance to disaster-affected communities, supply emergency shelter, and distribute relief items to vulnerable people. Through its network of 7 regional branches and 34 provincial branches and more than 20,000 staff and trained volunteers, ARCS is amongst the few national organizations with nation-wide outreach and access. Over the past decades, ARCS has managed to uphold its neutrality and enjoys acceptance enabling its teams to carry out principled humanitarian action across the lines of conflict, including in the large portions of the territories controlled by armed opposition groups. Job Overview: The Protection, Gender, and Inclusion Officer will play a crucial role in ensuring that Afghanistan Red crescent society (ARCS) integrates protection, gender equality, and inclusion minimum standards into all aspects of its programs and operations. This role requires a deep understanding of humanitarian principles, gender dynamics, and protection issues in crisis and disaster settings.

Key Responsibilities:

1. Program Development and Implementation:
   • Guide, ARCS technical staff to monitor protection, gender, and inclusion strategies/guidance in practices.
   • Conduct PGI assessments to identify vulnerabilities, risks, and protection needs of affected populations.
   • Develop and oversee the implementation of protection-focused interventions and ensure they are responsive to the specific needs of women, men, girls, and boys.
2. Capacity Building and Training:
   • Provide training and capacity-building support to staff and volunteers on protection, gender equality, and inclusion.
   • Foster a culture of gender sensitivity and inclusion within the ARCS at HQ and branches and IFRC staff.
3. Advocacy and Coordination:
   • Work closely with IFRC and ARCS CEA focal points and advocate for the mainstreaming of protection, gender, and inclusion standards in community engagement and provide equal services for all regardless of their race, gender and tribes.
   • Represent IFRC in coordination meetings and working groups within IFRC and ARCS protection, gender, and inclusion.
4. Monitoring, Evaluation, Accountability, and Learning (MEAL):
   • Develop and implement MEAL frameworks to monitor and evaluate the effectiveness of protection and gender-sensitive interventions.
   • Ensure accountability to affected populations through participatory approaches and feedback mechanisms.
   • Conduct regular field monitoring and observation visits to ensure PGI programing and collect feedback of program beneficiaries / affected population (whichever relevant) voices including women and people with disability.
5. Documentation and Reporting:
   • Document best practices, lessons learned, and case studies related to protection, gender, and inclusion.
   • Prepare timely and good-quality reports for department, donors, and internal purposes.

Preferred Skills:

• Experience working with ARCS, NGOs, or international organizations is highly desirable.
• Familiarity with PGI concepts.
• Knowledge of relevant software applications for data management and analysis.

Qualifications:

• Bachelor’s degree in Sharia Law, international relations, Social Sciences, Gender Studies
• At least [5] of relevant experience in protection, gender equality, and inclusion in humanitarian or development contexts.
• Strong understanding of international human rights standards, gender, and protection principles.
• Experience in monitoring, and evaluation and assessments.
• Proven ability to work effectively with diverse teams and stakeholders in multicultural environments.
• Excellent analytical, communication, and interpersonal skills.
• fluency of English and fluency in both local languages Pushto and Dari (written and spoken).
