SCOPE OF WORK:

The Finance and Administration Manager is responsible for the strategic and operational oversight of the financial and administrative functions of the organization, ensuring transparent, accountable, and effective management of resources. The role supports financial planning, budgeting, reporting, procurement, HR administration, and logistics while ensuring compliance with donor requirements, national laws, and organizational policies.

Responsibilities:

Financial Management:

  • Lead and manage the overall finance function for both PHC and SHC programs.

  • Oversee financial planning, forecasting, budgeting, and expenditure tracking.

  • Ensure timely preparation and submission of financial reports to donors, the MoPH, and senior management.

  • Review and verify monthly payrolls for staff at central, provincial, and health facility levels.

  • Supervise daily financial transactions, cash management, and reconciliation of bank and cash accounts.

  • Ensure proper documentation, entry, and payment of procurement and financial transactions.

  • Manage financial reporting tools and software such as QuickBooks and Excel.

  • Implement internal controls and ensure financial compliance with policies, procedures, and donor regulations.

  • Identify and report any financial mismanagement or policy violations to senior leadership.

  • Monitor and oversee the audit process and ensure implementation of audit recommendations.

Administrative Management:

  • Supervise and manage all administrative activities, including office operations, asset management, and supply chain logistics.

  • Oversee the effective management of staff attendance, leave records, and HR databases.

  • Ensure the implementation of administrative policies and procedures across all operational units.

  • Coordinate and support the recruitment, induction, and performance appraisal of staff in collaboration with the HR unit.

  • Ensure proper upkeep and security of physical assets and facilities.

  • Facilitate the smooth functioning of IT, transportation, and logistical services.

  • Lead and mentor finance and admin teams across project offices.

  • Conduct regular performance evaluations and identify training needs.

  • Ensure continuous professional development of staff under supervision.

  • Promote a culture of accountability, teamwork, and high performance.

  • Provide financial analysis and recommendations for decision-making to the senior management.

  • Ensure compliance with national laws, donor requirements, and organizational policies.

  • Represent the organization in financial and administrative audits and donor meetings as needed.

  • Maintain good relationships with relevant external stakeholders including donors, banks, MoPH, and PPHD.

Job Requirements:

Qualifications and Requirements:

  • Bachelor’s degree in Finance, Accounting, Economics, Business Administration, or a related field is required. A Master’s degree or professional certifications (e.g., ACCA, CPA) is an asset.

  • At least 10 years of full-time experience in finance and administration, preferably with NGOs or health-related projects. Minimum 3 years’ experience in managing PHC and SHC financial systems is preferred.

  • Technical Skills:

    • Proficiency in accounting software (e.g., QuickBooks, P3).

    • Advanced Excel skills (data analysis, financial modeling, pivot tables).

    • Strong knowledge of budgeting, forecasting, reporting, and auditing.

    • Familiarity with donor-funded projects (e.g., MoPH, GAVI, Global Fund, etc.).

  • Fluent in Dari and Pashto; strong written and spoken English required.

  • Other Competencies:

    • Strong leadership, interpersonal, and team management skills.

    • Excellent analytical and problem-solving abilities.

    • High level of integrity, discretion, and professionalism.

    • Ability to work under pressure and manage multiple priorities.
