Since 2002, we have operated in five provinces of Afghanistan. Participants of our program receive vocational training for jobs like animal husbandry, tailoring and knitting, participating in savings and self-help groups, and learn to invest in their businesses as they receive stipends. Through this curriculum, they prepare to earn an income and invest in savings. They are trained by our team to embrace and defend their rights, support decision-making in their households, and create social change in their communities. WfWI programming includes men’s engagement, where male family members and community leaders are engaged as allies and key supporters.

WfWI also support grassroots and local organizations, led by women community leaders, to gain access to resources and capacity-strengthening that improves their ability to respond to their organization and their community’s self-identified priorities. Globally, WfWI advocates to ensure that women’s participation, voice, and leadership are central to the long-term changes we’re driving. Through listening to women, we build the evidence base to engage decision-makers at every level in a transformative effort to sustain an enabling environment for women in conflict-affected contexts. 

Job Descriptions:

Key Responsibilities:

  • Regularly monitor and track project expenditures to ensure they align with the approved budget and financial plans.
  • Review financial transactions and reports to ensure accuracy, completeness, and compliance with and WFWI & donor financial policies.
  • Support the preparation of financial reports, including monthly, quarterly, and final reports, for project management and donors.
  • Ensure timely submission of financial reports and statements, ensuring all project expenses are documented and accounted for.
  • Work closely with the finance coordinator and Manager for the WLO Funding Mechanism and WLO partners.
  • Engage for the grants that they lead/contribute to the WLOs.
  • Participate in regular technical and business development calls with technical teams.
  • Engage with senior team for the grants that they lead/contribute to the WLOs.
  • Provide one-on-one coaching and mentorship to program participants to help them develop and grow their businesses.
  • Conduct market research to understand local economic conditions and identify new opportunities for women’s businesses.
  • Attend the regular Grant management meetings.
  • Coordinate with the Finance team to review monthly spending plan and budget vs. actual reports to track actual expenditures against projected budget and address changes needed, also responsible to ensure timely and cost-efficient spending according to available grant budgets and continuously updated projections.

 

Budget Management:

  • Assist in the development, management, and tracking of project budgets, ensuring that funds are utilized efficiently and within the approved budget.
  • Conduct regular budget vs. actual analysis to ensure financial targets are being met and advise on necessary adjustments.
  • Monitor budget variance and report discrepancies to the Finance Manager and Program Manager.

Internal Controls & Compliance:

  • Ensure that all financial activities under the project comply with internal financial policies, donor requirements, and Afghan national financial regulations.
  • Review and approve financial documents such as invoices, receipts, and payment vouchers to ensure compliance with the project’s financial management standards.
  • Ensure that financial processes adhere to WFWI’s guidelines and any other regulatory and donor-specific requirements.

Audit & Financial Reviews:

  • Assist in the preparation and facilitation of external and internal audits, ensuring that all financial records are well-documented and easily accessible.
  • necessary support to auditors and help respond to queries related to financial transactions.
  • Conduct regular spot checks and audits to ensure compliance and detect any potential misuse of funds.

Cash Flow Management:

  • Support the Finance Manager in managing cash flow and ensuring that adequate resources are available for project activities.
  • Monitor cash balances and track any discrepancies in cash usage.
  • Facilitate the disbursement of funds for project activities, ensuring accuracy and timeliness.

Financial Capacity Building:

  • Provide financial management training to project staff, local partners, and relevant stakeholders to improve understanding of financial procedures and compliance requirements.
  • Assist in building financial management capacity within the project team, promoting transparency and accountability.

Risk Management & Fraud Prevention:

  • Assist in identifying and mitigating financial risks related to the AIDI project.
  • Monitor and address any potential issues related to financial mismanagement or fraud, reporting immediately to the Finance Manager and Program Manager.
  • Support the development and implementation of risk mitigation strategies.

Project Support & Coordination:

  • Work closely with the project management team to align financial activities with overall project goals and objectives.
  • Ensure that all financial data required for project reports and evaluations is accurately compiled and readily available.

Other Duties:

  • Perform other tasks assigned by the Finance Manager or Program Manager related to financial management, monitoring, and reporting.
  • Support the implementation of financial management improvements in line with the organization’s strategic goals.

By staying on top of these tasks, the Finance Monitor ensures that the project has the financial resources it needs to succeed, remains accountable, and can meet its goals within the allocated budget.

Job Requirements:

Skills and Qualifications:

Education: Bachelor’s degree in finance, accounting, business administration, or a related field. A master’s degree or professional certifications (e.g., ACCA, CPA) is a plus.

Year of Experience: At least 5-3 years of experience in financial management, monitoring, or accounting in a non-profit or international development setting. Experience in managing finances for donor-funded projects is preferred in the NGO sector.

Technical & Personal Skills: Strong understanding of financial management, budgeting, and financial reporting in accordance with donor requirements and Afghan national standards.

Proficiency in financial software (e.g., QuickBooks, SAP, Excel) and financial analysis tools.

Knowledge of the financial regulations and compliance requirements specific to donor agencies and NGOs.

Experience in financial forecasting and cash flow management.

Excellent attention to detail and strong organizational skills.

Strong analytical, problem-solving, and decision-making skills.

Ability to work independently and as part of a team in a high-pressure environment.

Excellent communication skills, with the ability to present financial information clearly and effectively.

Demonstrable understanding of and experience in gender issues and women’s rights, including relevant frameworks including the Women, Peace and Security Agenda

Previous experience in a non-profit or international development organization, preferably with a focus on women’s empowerment and WLOs Knowledge of the WLOs, is highly desirable.

Finance Management experience with planning, facilitation and report writing skills required.

Team player with good people management skills.

Strong interpersonal and communication skills.

Experience in networking and building partnerships with local networks, working groups and clusters.

Ability and willingness to travel within Afghanistan and nationally as required. Must be willing to travel to sub-offices in Afghanistan as needed.
