Job Descriptions:

Main Responsibilities:
The MEAL Assistant will be responsible for supporting Monitoring, Evaluation, Accountability, and Learning activities across MdM-supported health facilities and outreach programs in Farah province. The position ensures data collection, analysis, reporting, and follow-up on program quality, accountability, and impact, in close coordination with program and technical teams.

Main Activities:
Monitoring and Evaluation
•    Design, implement, and maintain M&E tools and systems to track project and program outcomes and impacts.
•    Ensure proper and consistent use of MdM M&E tools during regular field visits to Health Facilities (HFs) and outreach activities.
•    Conduct routine data collection and validation from health facilities, ensuring quality, accuracy, and timeliness.
•    Support the development and implementation of monitoring activities including needs assessments, baseline, mid-term, and end-line surveys.
•    Adapt mission-standard tools such as prescription audit tools and explore mission tools for data collection and analysis.
•    Ensure that data is entered on weekly basis in the Moni tool, and the data has been validated.
•    Carry out regular field monitoring of the program including logistic activities related to program interventions and produce monitoring reports on the given format, conduct debrief sessions with relevant program staff and develop an agreed action plan.


Beneficiary Feedback and Accountability
•    Collect feedback through exit interviews, satisfaction surveys, focus group discussions, and individual interviews with service beneficiaries.
•    Manage the Complaint and Feedback Response Mechanism, ensuring it is functional and accessible at HF and community level.
•    Ensure that complaints and feedback are received, and forwarded to MdM’s FCRM partner and followed up appropriately.
•    Ensure accountability measures are embedded into project implementation and that all beneficiaries understand their rights and how to report concerns.
•    Monitor the quality and responsiveness of the program and support staff in applying accountability standards, data Analysis and reporting
•    Analyze both qualitative and quantitative data to assess project progress and inform program improvements.
•    Produce written monthly reports including key findings, gaps, and recommendations; share with Project Manager, Field Coordinator, and Medical Coordinator.
•    Support data visualization and summarization (graphs, dashboards, charts, etc.) for internal and external reporting.
•    Archive and document MEAL data properly in accordance with MdM systems and data protection policies.
•    Support monthly prescription audits with medical and pharmacy teams and report on findings.


Learning and Program Improvement
•    Contribute to learning processes by ensuring evaluation results are shared and integrated into future program planning and design.
•    Participate in internal reviews, evaluations, and reflection sessions to improve program quality.
•    Propose MEAL templates and processes that improve operational efficiency and learning.
Capacity Building
•    Build the capacity of MdM staff (HF teams) and partners in MEAL principles, tools, and practices.
•    Provide ongoing mentorship and technical support in data collection, entry, and analysis.
Documentation and Communication
•    Create and maintain a harmonized MEAL filing system for all MdM projects in the province.
•    Assist in generating and documenting success stories from the field to support program visibility and donor reporting.
Additional Duties
•    Support the MEAL team with planning and coordinating MEAL-related trainings.
•    Any other task assigned by the line manager and technical manager relevant to the role.

Job Requirements:

•    Bachelor's degree in Social Sciences, Statistics, or a related field.
•    Minimum 1–2 years of experience in MEAL or related field with an NGO, preferably in the health sector.
•    Strong knowledge of M&E tools, qualitative and quantitative data collection, analysis, and reporting.
•    Experience with community feedback systems and accountability practices.
•    Computer skills, including MS Excel, Word, PowerPoint; familiarity with data software (e.g., Kobo Toolbox) is an asset.
•    Strong organizational and communication skills.
•    Ability to work independently and in a team.
•    Fluency in Dari and Pashto, with working knowledge of English preferred.
•    Ability to cope with difficult security context.
•    Excellence in organizing, planning, and prioritizing tasks.
•    Ability to work with a team as well as to work independently
•    Willingness to travel frequently during working hours to pay field visits, and flexibility to adapt work schedule upon job requirements.
