Objectives of the Position

The Survey and Cash Distribution Officer will be responsible for planning, coordinating, and executing beneficiary surveys and cash assistance distributions in the project area. The officer will ensure that data is accurately collected and securely managed, and that cash distributions are transparent, timely, and in line with organizational and donor standards.

Scope of the work:

The Survey and Cash Distribution Officer will play a critical role in supporting the effective implementation of cash-based assistance programs through reliable data collection and efficient cash distribution processes. Operating at both community and household levels, the officer will be responsible for conducting assessments, verifying beneficiaries, and ensuring that cash assistance reaches the right individuals in a transparent and accountable manner. The position requires coordination with local authorities, community leaders, financial service providers, and internal program teams to ensure the delivery of timely, secure, and dignified assistance to affected populations.

Key Responsibilities:

The Survey and Cash Distribution Officer will be responsible for:

  1. Conduct household-level surveys (e.g., needs assessments, baseline, endline, and post-distribution monitoring).
  2. Develop and test survey tools in coordination with M&E and program teams.
  3. Train and supervise enumerators during data collection activities.
  4. Ensure data quality through spot-checks, daily reviews, and adherence to ethical data collection practices.
  5. Support the identification and verification of eligible beneficiaries in coordination with community leaders and project staff.
  6. Coordinate logistics for cash distributions, including location setup, beneficiary communication, and liaison with financial service providers (FSPs).
  7. Ensure smooth implementation of cash transfers (mobile money, vouchers, or direct cash), including crowd control and safeguarding measures.
  8. Resolve distribution-related issues and refer sensitive complaints to the appropriate channels.
  9. Maintain accurate records of all survey data and cash disbursement activities.
  10. Support in generating distribution reports, survey summaries, and lessons learned.
  11. Ensure beneficiary feedback mechanisms are in place and functional.
  12. Adhere to the organization’s code of conduct, safeguarding policy, and data protection protocols.
Job Requirements:

Required Qualifications and Experience

  • Education: A bachelor’s degree in Social Sciences, Information Technology, Statistics, Development Studies, Economics, or a related field.
  • Experience:
    • Minimum of 2–3 years of relevant experience in data collection, digital registration, or field surveys.
    • Experience using digital registration platforms (e.g., SCOPE, Kobo Toolbox, ODK).
    • Prior work experience with humanitarian or development organizations is an asset.
  • Skills:
    • Experience working with digital data collection tools (e.g., Kobo Toolbox, ODK).
    • Strong communication, interpersonal, and organizational skills.
    • Ability to travel frequently to remote field locations.
    • Fluency in English, Dari and Pashto.
