Job Descriptions:

Scope of work:

Through all phases, a project manager must also possess strong leadership, communication, negotiation, and problem-solving skills. He/she are responsible for keeping the project on track, managing conflicts, and ensuring that all stakeholders are informed and satisfied with the project outcomes.

The Project Manager is overall responsible for implementation of the DRA/AFJR project in eastern Nangarahr province He/she is responsible to coordinate the planning, budgeting, implementing, monitoring, evaluating and reporting of the project activities, regular visits 40% to the project sites are required. He/she is responsible to create project coordination mechanism with relevant governmental and non-governmental sectors at the target areas.

The Project Manager will be responsible to collect the program/project data from surveyors and M&E Officer, analyze and make the report required for management decision. He/she will be the reporting focal point for government agencies, donor and other partners. S/he will be responsible for preparing the Directorate of Economy and other line ministries/directories reports. S/he will represent CDRO in different clusters, working groups and platforms in eastern region.  

The Project Manager is responsible for the compilation of the monthly report to Managing Director and Donor. 

Main Responsibilities:

  1. To develop work plan, budget and reports.
  2. To ensure that project runs in accordance to CDRO+Donor policy and guidelines
  3. To strategically analyze the activities work plan, follow up and leading of the overall implementation of objectives related to the CDRO program & project.
  4. To communicate and coordinate relevant/project related issues with the related governmental authorities and other stakeholders at provincial level with close coordination of Managing Director.
  5. To compile the project monthly, quarterly and annual reports.
  6. To coach, mentor and support project team technically and operationally, and provide the team with constructive feedback.
  7. To ensure the utilization of project developed tools for data collection, tracking and records, monitoring and supervision (Checklists) from the project activities in the field.
  8. To understand and implement the activities planning and management approach with in the project implementation.
  9. To be the program/project focal person in reporting to Ministry/Directorates of Economy and relevant line directories in the relevant provinces.
  10. To develop and maintain the Program Management filing system and keep track on project official contracts, MoUs, memos and letters.
  11. To be responsible for minutes taking in minutes of meetings, workshops and it’s follow up.
  12. To lead and coordinate the program/project data collection process and maintain the central database.
  13. Work with Project key staff to develop (participatory) tools and formats for their projects to measure indicators and obtain needed information on other monitoring/performance questions.
  14. Support projects to develop sound data collection tools that provide accurate and timely information on project indicators and other information needs.
  15. Work with M&E to strengthen and retrieve data obtained from the field and support the development of more streamlined project-based information management systems and formats.

 

Supervisory Tasks:

  • To coordinate and supervise the activities of project staff
  • To oversee and guide the implementation of the project activities according to the policy, strategy, work plan, budget and other guidelines
  • Frequently supervise and monitor the project activities in the field, at least 30-40% of time should be in field

 

Training Tasks:

  • To transfer knowledge and skills to enhance the ability of staff as required.
  • To ensure that project staffs have appropriate skills and training to perform their jobs.
  • To coach and mentor project staff to ensure optimal results.

 

 

Tasks of inter organizational relation:

  • Promote gender equality, non-discrimination with regard to ethnic, political and religious background
  • To participate actively in workshops, seminars & conference organized by the CDRO management
  • To promote good coordination with regard to project planning, budgeting, reporting, and other related issues

Qualifications:

  • Master degree in Business Administration (Business communication, Management, monitoring & Evaluation).

Experience:

  • 7-8 years’ relevant experience, especially within an NGO, UN agencies or similar organization. Experience in leading program functions and staff is a must.

 

Other skills:

  • Computer skill at operator level, especially with MS Office packages.
  • Fluency in English and Dari and/or Pashto, both written and spoken
  • Interpersonal and communication skills
  • Supervisory, team worker, analytical, and troubleshooting skills
  • Experience of planning, database, reporting and budgeting
  • Ability and willingness to travel to the project sites within the provinces and adjust to CDRO environment.
  • Honest, proactive and well mannered
  • To be able and willingly ready to work for longer hours
