Job Descriptions:

Scope of work:

 

The HMIS Officer coordinates all issues related to HMIS in Health Emergency Response projects HER AF at the main office level. He under direct supervision of program coordinator. He is responsible for collecting the HMIS data, from HMIS officers from ongoing HER AF projects, analyze the data, and provide feedback.

 

Responsibilities:

 

A-General responsibilities

  • Act according to the policy of SROA
  • Keep confidential with issues related to SROA
  • Develop Spirit of cooperation and understanding among members of the team

 

B-Specific responsibilities

  1. Compile, analyze, and interpret health data and information received from the provincial level.
  2. Provide updated HMIS forms for all health facilities.
    In co-operation with the PMEU oversee the planning and ongoing training, which relates to HMIS.
  3. Conduct initial and refresher HMIS training and provide on-the-job training for provincial offices.
  4. Ensure quality in projects and programs through the provision of updated relevant and timely information for planning, implementation, and evaluation of the programs.
  5. Provide accurate and updated feedback on data collected from projects.
  6. Compile and submit HMIS monthly, quarterly, and annual progress reports.
  7. Give advice and support to the project and program staff in HMIS-related tasks (e.g., data collection, analysis, and use of health information.)
  8. Visit and supervise the HMIS activities of the health facilities. e.g. Routine reporting, surveys, group discussions, etc.) Based on the work plan.
  9. Assist the Project Officer and the Management Team in planning, budgeting, evaluating, and reporting on the health programs.
  10. Attend HMIS taskforces of the MoPH and adopt new strategies and techniques for organizational data management systems.
  11. Enhance the ability of project and program staff in HMIS-related tasks by conducting workshops, on-the-job training, and through other means upgrade skills of information gathering and analysis.
  12. Provide support to the Project officer in the development of the quarterly program activity reports and annual reports.
  13. Participate as a team member in conducting quantitative and qualitative surveys and data analysis
  14. Ensure transfer of technical knowledge regarding HMIS and Data use to the project locations
  15. Enhance the ability of project and program staff in HMIS-related tasks by conducting workshops, on-the-job training, and through other means upgrade skills of information gathering and analysis.
  16. Responsible for managing information for the project and ensuring the integrity of data throughout the system
  17. Operates the HMIS and other relevant databases, updates and analyze the information timely and regularly
  18. Provides reliable, accurate, and timely information and reports for planning and decision-making purposes
  19. Monitors the HMIS activities in the project catchment areas
  20. Perform feasibility studies of the site as required
  21. On job training to field staff on MoPH standard HMIS formats, Charts, Tally sheets, Household survey and MoPH policies etc.
  22. Conduct periodic visits to the project sites in order to train the field staff on data collection and preliminary analysis and reporting
  23. Process and computerize the received data on monthly basis and distribute data as hard and soft copy to relevant organs
  24. Actively participate in drafting project work-plan/action-plan, Baseline and end of project survey
  25. Assist the Project Technical Staff in project performance and progress reports writing
  26. Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the program's goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
  27. Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  28. Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
  29. Carry out any other tasks assigned by his supervisor.
Job Requirements:

Qualifications:

  • Degree Medical Doctor/Nursing Diploma and academic/professional Certificates are preferred.
  • At least 1-3 years’ experience in the same field.
  • Good Communication Skills.
  • Excellent Speaking, Writing and reading Dari, Pashto, And English.
  • Good supervisory, leadership, analytical and trouble shooting skills.
  • Ability to travel frequently to health facilities within Afghanistan.
