Job Summary

The Project Officer reports to the WDIO Education Manager/Head. The Education Project Officer is responsible for setting up the Project and overseeing the project activities, reading all the documents of the project, and having a comprehensive understanding of the terms and conditions, and the particular roles and responsibilities of the partner/stakeholders.

Main duties and responsibilities:

  • Ensure that education project activities align with program quality principles and standards, donor requirements, and best practices.
  • Plan, execute, and facilitate the project interventions strictly according to the approved plan, budget, and timeframe.
  • Manage resources and coordinate the efforts of the team members to deliver the project effectively and efficiently.
  • Coordinate project activities and resources with field staff to ensure smooth project Implementation.
  • Ensure that the project meets the stipulated and expected results of the project by overseeing the quality control of the whole project cycle.
  • Manage day-to-day project operations following approved and agreed-upon policy and procedure accordingly.
  • Liaise with project stakeholders, including MoE, MoEc, community representatives, and other government officials.
  • Ensure the team works for achieving the project target effectively by promoting team spirit as well as by controlling and leading the project staff.
  • Facilitate communication and maintain positive relationships with WDIO Central Office.
  • Prepare weekly, monthly, and quarterly operational and result progress and other required reports to WDIO.
  • Organize meetings, workshops/training, and other project events as required.
  • Identify potential risks and challenges to project implementation and develop and implement a risk mitigation plan.
  • Monitor project expenditures and ensure adherence to budgetary guidelines.
  • Establish a safeguarding culture across all levels of the program by implementing the safeguarding policy.
  • Act as a key source of support, guidance, and expertise on safeguarding for establishing a safe working environment.
  • Responsible for ensuring team members are appropriately trained, supported, and have access to resources regarding issues that are identified and actioned following the safeguarding policy and procedure.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, and encourage others to do so.
  • Ensure quality of the education projects through regular field visits, technical follow-ups.
  • Analyze the education data and share analytical inception, progress, and final reports/recommendations with the Education Program department on improving qualitative and implementation aspects of the education project.
  • Contribute to writing proposals, work plans, reports, and budgets as required.
  • Ensure that the principles of child safeguarding and ‘do no harm’ are embedded in all project activities. Ensure transparency in targeting beneficiaries, delivery of services, and participation of beneficiaries and partners in planning and monitoring of the process is reflected in program delivery
  • Promote gender equality and human rights as well as non-discriminatory attitudes about ethnic, political, and religious backgrounds within his mandate of responsibilities.
  • Oversee and guide the implementation of the education activities according to the policy, strategy, work plan, budget, and other guidelines.
  • Actively ensure community participation in education projects.
  • Coordinating, leading, and conducting rapid needs assessments in the field
  • Lead and manage beneficiary selection processes
  • Planning and implementation of project field activities.
  • Produce basic reports on needs assessments and proposed responses.
  • Produce initial reports of the activities and share these reports promptly.
  • Keep a record of the project and do the proper data collection and file recording.
  • Any other tasks assigned by his line supervisor and accountable to senior management.
Job Requirements:

Job Requirement

  • Bachelor's Degree in Educational Management, Social Science, Economics, or any other related field
  • Minimum of 4 years of working experience in similar positions in the Education Program with national and international NGOs.
  • Excellent Pashto and Dari reading, writing, and verbal skills, Fluent in English, reading, writing, and verbal skills.
  • Travel – The position will be based in the province with frequent travel to the districts.
  • Efficiency, result-oriented, and excellent management capabilities;
  • Capacity to perform effectively under pressure and harsh conditions; ability to handle confidential and politically sensitive issues responsibly and maturely;
  • Excellent capacity development and teamwork skills; cross-cultural and gender sensitivity;
  • Ability to travel throughout the country;
  • Respect the confidentiality of the organization;
  • Ability to use information technology effectively.
