Job Descriptions:

General Responsibilities:

The overall scope of work for Health Supervisor & PSEA Focal Point is planning, implementing, supervision, monitoring, data verification/cross check and following up of health programs and activities service delivery of project in Paktika provinces in line with the project standards and work plan. S/he will be PSEA Focal Point at provincial level.

Specific Duties:

The project Health Supervisor & PSEA Focal Point is responsible for accurate, consistent, and reliable recording and reporting systems in the relevant SHCs. S/He will monitor the SHCs during the month to:

  1. Ensure active participation in SHCs’ data verification/cross-check as per TORs
  2. The Supervisor has the responsibility to supervise and follow the medical and non-medical side of SHCs in coordination with the project manager/In charge
  3. At the end of the month, s/he will check all the registers with the reported information of the SHCs and ensure that they match with each other and there is no discrepancy between registers and the reported data (focus on the accuracy and consistency of HMIS data in related SHCs).
  4. During the month, s/he will conduct OPHA prepared checklist, MHNT standards, in the SHCs and submit the filled checklist to the management of the sub-office for follow-up.

A. M&E

  1. Develop and plan a detailed M&E work plan for health facilities based on the project activities. Leading the target setting for key project indicators
  2. Apply standard National HMIS in all SHCs under the project
  3. Monitor the HMIS indicators at the SHCs as well as overall at the project level.
  4. Provide support to the standard HMIS database and DHIS2 database
  5. Provide reliable, accurate, and timely information and reports for informed planning and decision making at the project level, and Provide feedback, prepare action plans and follow up.
  6. Ensure timely submission of disease outbreaks to NDSR both at the central and provincial levels.
  7. Attend related meetings on monthly quarterly and ad hoc bases in the province.

B. Quality of Health Services:

Implement the quality assurance/improvement initiatives and approaches (HQIP, IP, waste management, etc.) in the assigned SHCs s including all phases (planning, implementation and evaluation) where applicable.

 

C. Supervision and Monitoring:

  1. Support the project management team in adopting a supportive supervision approach in SHCs
  2. Develop a detailed supervisory action plan at the beginning of each month for the assigned area and submit the timely monthly report to the Line Manager.
  3. Conduct regular visits on a monthly basis to the SHCs Cover all sections and staff categories of the SHCs in providing support and on-the-job training during supervisory visits
  4. Use specific checklists developed for supervision purposes
  5. Identify gaps, areas to be improved, challenges and obstacles in service delivery, find appropriate solutions and address the gaps and problems accordingly.
  6. Seek support, where needed, from other staff, supervisors and stakeholders who can contribute to solution of the identified problems, gaps and challenges
  7. Provide SHCs staff with appropriate feedback and take on-the-spot actions where possible and within the jurisdiction of his/her authority
  8. Implement and follow up the agreed actions till the identified gaps are filled and challenges are overcome
  9. Conduct meetings with the SHCs staff at the end of each supervisory visit and share all points to be improved.

 

D. Responsibilities as PSEA Focal Point

 

  1. Prevention: Assess and improve PSEA policies, conduct regular training for personnel, ensure code of conduct compliance, and raise awareness among beneficiaries and communities about SEA and reporting mechanisms.
  2. Reporting: Develop and manage internal procedures for reporting SEA incidents confidentially, receive allegations, and coordinate the response as per established protocols.
  3. Response: Coordinate immediate assistance for SEA survivors and refer cases for further investigation to the appropriate entity.
  4. Coordination and Support: Coordinate PSEA activities with relevant organizations, support senior management in PSEA-related tasks, and ensure smooth implementation of initiatives.

 

 E. Recording and Reporting:

  1. Ensure all the activities under this scope of work mentioned under A to D are properly documented.
  2. Ensue that project-related data is collected, analysed, and used for further improvement of SHCs services and management.
  3. Support the project manager and technical manager in developing Monthly Updates and reports
  4. Support the project manager and technical manager in preparing technical reports of the project based on the MoPH standard format

Others:

  • Act according to the policies of OPHA.
  • Keep confidentiality with issues related to OPHA.
  • Develop Spirit of co-operation and understanding among members of the team.
  • Work with honesty and co-operative attitude and keep a high standard of quality.
  • All other interdictions are stipulated in the staff regulation and other OPHA policies along with the disciplinary measures and all these policies are part of the staff contract with OPHA.
Job Requirements:
  • Afghan national
  • Medical degree (MD) attested by the Ministry of Higher Education (MoHE)
  • Fluent in English and local languages.
  • Familiarity with Paktika province and related region highly preferred
  • Travel to the pre-defined districts of Paktika province is must

WORK EXPERIENCE:

  • At least three years of experience in monitoring & evaluation within non-governmental health organizations.
