About SME Client Support Afghanistan LLC:

-SME Client Support Afghanistan LLC (“SCSA”) was established in 2015 as a consulting and service company registered with the Afghanistan Investment Support Agency with its headquarters in Kabul. SCSA is fully owned by ACGF - Afghan Credit Guarantee Foundation (“ACGF”), a foundation with legal incorporation in Cologne, Germany. ACGF is a credit guarantee fund with the mission to improve access to finance for Afghanistan’s micro, small and medium-sized enterprises (“MSMEs”) by sharing the credit risk of the Afghan partner financial institutions (“PIs”) and by improving their SME lending capacity with technical assistance (“TA”). SCSA is further supporting ACGF in providing grants to Afghan MSMEs. ACGF has been founded in 2014 by DEG – Deutsche Investitions- und Entwicklungsgesellschaft mbH and by the German Ministry of Economic Cooperation and Development.

Governed by a service contract concluded between ACGF and SCSA, SCSA provides a broad range of ancillary services in the context of ACGF’s operations. SCSA is not a financial institution, and it does not provide any financial services as it acts as a service provider to ACGF. At the present stage, SCSA has approx. 45 employees. 

Job Descriptions:

The Risk Manager will work closely with the ACGF senior management in overseeing and shaping the risk management practice. The Risk Manager will be joining a very dynamic team, be exposed to a wide range of operations, and be challenged with complex risk problems. The position holder will be responsible for managing all aspects of the day-to-day risk management and drive improvement and enhancements, including identifying, developing and overseeing the implementation of new risk management tools and techniques to enhance the risk management process and risk controls.

The scope of work of the Risk Manager covers the following specific areas:

  •  Ensure risk governance is integrated into decision-making, working closely with ACGF risk department and key internal stakeholders.
  •  Identifying emerging risks through ongoing risk monitoring and play a key role in assessing and mitigation key SCSA and ACGF risks.
  •  Further develop and enforce the risk framework, ensuring compliance and operational risk mitigation.
  • Monitor and report on key macroeconomic and country-related trends as well as the impact of risk exposure to feed into risk management strategies.
  • Participate to guarantee and claim committees providing risk related considerations.
  • Communicate (in defined format) risks, exceptions, trends, concerns, and conclusions of the loan and claims reviews to Risk Dep and Risk Committee on a defined basis.
  • Identify and communicate operational and credit assessment weaknesses to internal stakeholders and provide suggestions for improvement to existing processes/systems to first line management.
  • Support on the financial and operational assessment of current and new partner institutions.
  • Complete monthly trend and portfolio management credit risk analysis via defined reports, as well as using knowledge, experience, and observation to determine if new analysis is needed.
  • Monitor the creditworthiness of borrowers (including onsite MSME visits), setting credit limits, and monitoring the portfolios of guarantees. Contribute to identifying and managing problem guarantee as the second line of defence.
  • Support in planning and designing credit risk-based monitoring plans to ensure the soundness of ACGF.
  • Collaborate with risk and operations colleagues and management to evaluate, test and report on the adequacy and effectiveness of management controls.
  • Provide subject matter expertise to identify and assess operational risks.
  • Regularly communicate with the Compliance Department to support managing compliance risk.
  • Serve on task forces and special projects.
  • Supervise day-to-day tasks of SCSA risk credit officer/s in coordination with the ACGF risk department.
  • Any other relevant tasks assigned by the Line Supervisor.
Job Requirements:
  • Bachelor’s or master’s degree (master’s degree preferred) in a relevant area required, such as Banking and Finance, Economics, International Relations, Business Management, or related field.
  • Expert knowledge of ERM and key risk processes.
  • Previous solid Relevant working experience in similar roles (more than 5 years).
  • Expert knowledge of Credit Policies & Procedures covering both pre- & post-disbursement aspects.
  • Knowledge of legal banking regulations.
  • Sound knowledge of the Afghanistan banking sector and MF institutions.
  • Hands-on experience on both operational and supervisory levels.
  • Strategic thinking and excellent oral and written communication skills.
  • Fluent spoken and written English, Dari, and Pashto. Additional languages are an asset.
  • Possess sound product knowledge of all other areas of banking, including regulatory requirements.
  • Knowledge of Islamic Finance principles is an asset.
  • Beneficial to have a good grasp of general compliance/CDD/AML applicable laws and regulations.
  • Integrity and fairness in all work.
  • Clear communication of complex information and key takeaways.
  • Critical thinking and attention to detail.
  • Proficiency in Microsoft Office applications.
