Job Summary

The incumbent of the position is responsible for implementing the plan for the timely provision of needed goods/services and having enough information regarding vendors, market, and marketing systems, and implementing WDIO’s procurement policies and procedures in all transactions.

Main duties and responsibilities:

 

  • Collecting the internal order from the logistics department in a daily basis,
  • Respecting the purchase procedure for each purchase “see purchase procedure,
  • Preparation of purchase orders and taking the approval of logistics and Finance for each purchase,
  • Deliveries of the goods after purchase to stock or to the required department or clinic and keeping copies of delivery notes for purchasing proof,
  • Any advance taken from the finance department and is to justify the advances by required documents such as original bill receipt signed by parties, purchaser and supplier, internal order form signed by a logistic officer, purchase order or contract signed by logistic, finance, and Project Manager and a delivery note signed by stock responsible,
  • Be part of the plan for preparing procurement transactions.
  • Unify procurement plans that are sent in by different programs and departments.
  • Share the plan with the requesting parties and incorporate necessary changes in it.
  • Document and file the plans for further needs.
  • Weekly and monthly purchasing plans are in place and implemented accordingly.
  • Having/Collecting information about vendors and markets and searching for high quality and reasonable prices of goods and services in the markets.
  • Update all order sheets
  • Assist the Senior Procurement Officer in the follow-up of transaction documents.
  • Follow up with logistics/warehouse in finalizing the GRN stage.
  • Prepare a summary statement of the invoices.
  • Send documents to finance and get the receipt of the documents.
  • Follow up on vendors’ payments with finance and cashier. daily and send them to all every end of the week,
  • Procure the daily emergency order,
  • Prepare the Summary Bid Analysis.
  • Recommend the vendor based on the given quotations and their reliability.
  • Clarify everything with vendors based on procurement procedures and principles.
  • Get approval for the quoted price from the authorized persons.
  • Clarify the terms and conditions of the contract to the suppliers.
  • Collect or attach the sample before signing the purchase order.
  • Contact at least three different vendors to ensure the quality and prices for purchase of requested items.
  • Collect quotations from first-hand and registered/approved sources/vendors.
  • Ensure that the supplier is reliable in offering the required goods and services in terms of reasonable price, better quality, and on-time delivery
  • Responsible for all project procurement,
  • Any other job-related tasks that are assigned by the respective supervisor(s).
Job Requirements:

Job Requirements:

  • Education: Having a Bachelor’s degree in management, Administration, Accounting/Finance, or any other relevant field is preferred.
  • Work Experience: Having at least 3 years of work experience in a procurement position, preferably with NGOs.
  • Required Languages – Excellent Pashto and Dari reading, writing, and verbal skills, Fluent in English, reading, writing, and verbal skills.
  • Skills: Marketing skills, administrative skills, Fluent in written and spoken English, best interpersonal communication, computing Word, Excel/Access applications, and working under stressful situations.
  • General: Tactfulness, clear understanding of the working context ability to read feelings/gestures, and ability to listen actively and speak effectively.
