MAIN PURPOSE OF JOB: The objective of the Security and Transport Officer position will be to provide security risk management and support in daily movements of staff transportation to MSH HIVA staff and property in the selected province.
Reporting:
• Be the lead role in security risk management in the 10 HIVA Operated Provinces.
• Reports to the Finance, Operation and Administrative Manager in day-to day operations ensuring a safe working environment.
• Reports to the Finance, Operation and Administrative Manager for the technical implementation of security management policies and procedures related to the safety of staff, and the protection of assets.
• Manages Guard Supervisors in their responsibilities and performance of guards.
Administration:
• Develop and implement the Provincial Security Plan in accordance with MSH Security Procedures.
• Conduct written security assessments, audits and plans
• Travel administration and tracking.
• Approving the TR of Project staff while assessing the routes.
• Collecting the Vehicle logbooks and preparing the rental services payments on a monthly basis.
Transport Management:
• Ensure strict compliance with the rules of the road at all times to ensure the safety of professional property, people, products and furniture.
• Strengthen the overall fleet management system, including the fleet of vehicles rented or owned by MSH, to support and coordinate MSH programs in Afghanistan.
• Ensure that the deployment of vehicles is carried out effectively and efficiently.
• Develop fleet management SOPs as needed, with the Project Support Unit; Train new drivers on standard operating procedures (SOPs) for vehicle usage & handling, and ensure that all new SOPS are implemented.
• Work with the Finance Ops and Admin Manager to ensure that all drivers have taken technical and driving skills test and have valid driving license before being authorized to drive MSH vehicles
Communication:
• Ensure all relevant security information is disseminated in a timely manner to the Project Staff.
• Develop and maintain a key leadership engagement with INGOs, INSO, local networks and elders, and IEA departments related to HIVA’s Project field of work.
• Manage the Provincial Warden list and ensure it is updated
Training / Briefings:
• Ensure security-related training and briefings for all HIVA staff on a bi-monthly basis.
• Ensure training for guards on access control and immediate actions.
• Ensure training for drivers on defensive driving and immediate action drills.
• Any other duty assigned by line supervisor.
