About Hand in Hand Afghanistan Organization:

Hand in Hand Afghanistan Organization (HIHAO) is a not-for-profit organization based in Afghanistan. It started operations in 2007. HIHAO is part of the international Hand in Hand (HiH) network of independent organizations, working together towards a shared vision to alleviate poverty through job creation. The overall Hand in Hand mission is to promote the economic and social empowerment of women, by supporting the creation of sustainable enterprises, improved livelihoods, and jobs.

HIHAO has implemented projects funded by DFID, European Union, CAFOD, WFP, GIZ, USAID, World Bank, DANIDA, Sida, Hilti foundation, UNOCHA, UNFAO, IRC, UN Women and Hand in Hand International through its main office in Mazar-e-Sharif, Balkh province of Afghanistan.

Supporting vulnerable returnee women through skills development and entrepreneurial support in Herat province of Afghanistan is a one-year project with the financial support of Hand in Hand International to implement in Herat city and Injil district of Herat province.

Job Descriptions:

Under the supervision of the Project Manager, the Project Monitoring Officer is overall responsible for the project implementation M&E activities, monitoring day-to-day activities and project reporting, represents HIHAO and the project in Herat province.

The Project Monitoring Officer will perform the following duties with transparency and integrity, and in adherence to the policies as provided by the HIHAO.

 

Duties & Responsibilities:

The Project Monitoring Officer will work under direct supervision of the project manager and assists the project manager in daily management of the project operations. 

  • Develop and strengthen monitoring, inspection and evaluation procedures
  • Monitor all project activities and progress towards achieving the project outputs and outcomes
  • Monitor and report to the management that the project is progressing according the project work plan and that project objectives are being achieved.
  • Monitor the sustainability of the project's results.
  • Prepare weekly monitoring plan and share with his/her supervisor.
  • Monitor quality of the training delivered by the trainers to the SHGs and provide feedback to the project staff for improvement.
  • Monitor that savings is done by the group member and physical cash is available within the group.
  • Monitor use of loan by the SHG members and suggest any improvement if that is required.
  • Assist the project staff with monitoring tools and support them in their use.
  • Provide feedback to the Project Manager on project strategies and activities
  • Prepare and report on the findings and lessons learned from project innovations.
  • Share monitoring reports with head of the units after reviewing the findings with his/her line supervisor.
  • Applying the M&E action research or strict follow up from the monitoring findings to know if it is achieved or not.
  • Completing all points mentioned in the monitoring check list form in each monitoring visit.
  • Monitoring from project activities/outputs based on the project work plan, MIS data and monitoring questionnaires.
  • Sharing the monitoring report first verbally and then written with project managers.
  • Updating the monitoring questionnaires regularly based on the findings from the project activities.
  • Focusing on learning from project activities and reporting for improvement of project or program activities.
  • Perform any other task as required.
Job Requirements:
  • Diploma on any related field, university degree on Business Administration is an advantage.
  • 3-4 years of work experience, experience in similar position and project will be preferred.
  • Excellent knowledge of M&E and reporting
  • Good computer skills especially in Microsoft Office package, knowledge of IT would be an advantage.
  • Demonstrate attention to detail and proven ability to follow procedures, complete tasks, meet deadlines and work well under pressure in a cooperative, team-oriented environment.
  • Knowledge of office administration and bookkeeping procedures.
  • Ability to travel to project site in target communities of Herat province.
