The Agency for Rehabilitation and Energy Conservation in Afghanistan (AREA) was established in December 1993 as a continuation of the GTZ DESP Project. Job Descriptions:

Area of Responsibility:

The Quality Management Inspector who will work under the overall supervision of the AREA director and under the direct supervision of Senior Quality Management and Training Officer (SQMTO) is responsible for the following assigned tasks:

  • Carry out quality assurance of survey and mine clearance field operations and post quality inspection of all cleared lands within the Program
  • Conducted QA/QC of the QRT/ teams as per AREA operations plan.
  • Assist with the AREA Senior Quality Management and Training Officer (SQMTO) in the development of operations plan (s), management and conduct of current and future Quality Assurance operations.
  • Participate in BOI and investigation of accidents as required;
  • Prepare field activity reports as per the formats provided for all QA and QC field operations.
  • Give debriefing to the QRT team (s) after QA operations at the task site and ensure that both weaknesses and strengths of the team is covered during briefing.
  • Assist in the reviewing of QA and QC operations SOPs by providing recommendations based on the field observation.
  • Carry out initial mine/missed mine accident / incident investigation.
  • Report to the respective SQMTO after the preparation of NCRs/CRs/OBRs and re-audit on time.
  • Summarizing the QA/QC reports on monthly basis and reporting to SQMTO and cooperate and assist SQMTA.
  • Carryout and performance of the demining training to the field personnel according to the AMAS requirement.
  • Provide refresher training to the project operation staff according to the set plan and organization SOP.
  • Shall ensure implementation and maintenance of the QA/QC processes at field level;
  • Monitoring and take participation in the training of team’s personnel.
  • Draft technical reports as required;
  • Providing training plan and reporting.
  • Responsible for coordinating QM related issues with AREA SQMTO and the Operations department.
  • Collaboratively work with operations department in developing new SOPs or further improving the available SOPs based on AMASs.
  • Support and assist the SQMTO to the QM monthly, quarterly and yearly plans.
  • Support and assist the SQMTO regarding to the Training packages and implementing to the project.                                                       
  • Participate in related internal and external meetings,
  • Assure that all required MA training packages are according to AREA’s SOP/AMAS.
  • Carry out any additional task as required by the SQMT Officer and the project manager.

Qualification and Experience:

High School diploma or its equivalent with five years progressively experience in mine action operations from which three years shall worked in quality management and Training related activities.

• Understanding of AREA, mine action SOPs and Afghanistan Mine Action Standard (AMAS).

• Sound communication (spoken and written) skills, including the ability to effectively prepare reports   • Excellent interpersonal skills and ability to establish and maintain effective partnerships and working relations with people in a multi-cultural environment with sensitivity and respect for diversity

• Ability to organize, plan and implement work assignments under pressure of frequent and tight deadlines

• Sound analytical and problem-solving skills and ability to handle complex situation

• Demining related QM, survey and clearance courses are required.

• EOD courses (level 2) and AIM courses are desirable and added value.

• Knowledge of computers including Word, Excel and Power point is required.

• Fluent in English and local languages Pashto and Dari (oral and written) are required.

• Knowledge of understanding and using the Information Management System for Mine Action (IMSMA) is desirable.
