The Agency for Rehabilitation and Energy Conservation in Afghanistan (AREA) was established in December 1993 as a continuation of the GTZ DESP Project. As a non-governmental, non-political, and not-for-profit organization, AREA is dedicated to supporting the rehabilitation, development, and peacebuilding efforts in Afghanistan. AREA's approach integrates various strategies such as Non-Technical Survey (NTS), Technical Survey (TS), Mine/ERW Clearance, Explosive Ordnance Disposal (EOD), and Explosive Ordnance Risk Education (EORE), all aimed at making land safe for productive use. The organization operates through regional offices in Kabul, Herat, and Nangarhar, each responsible for project design and implementation in their respective areas.

Job Descriptions:

The QRT-Team leader who will work under the overall supervision of project Manager and under the direct supervision of the Operation Officer / Site Officer is responsible for the following assigned tasks:

  • Responsible for managing and controlling the respective demining team.
  • Responsible for site documentation, Mapping and technical reporting.
  • Reports to the OPS officer and Technical Advisor/QM officer.
  • Personally, responsible for the deminers working within the minefield in single man drills.
  • Personally, responsible for the control and marking out of the Mine Clearance Site and the daily check for tampering.
  • Gives a detailed Safety Brief to the team personal at the beginning of each working day.
  • Supervises Detector Calibration randomly, these checks are to be recorded within the Site Daily Diary. Keeps the Daily Log up to date. Depending on conditions, determine how long the deminers work for.
  • Responsible and carrying out site demolitions according to AMASs guidelines.
  • Carry out MEDEVAC practice drills at least once a month. (Enter exercises into the Site Daily Diary).
  • Periodically enter the lane and observe the deminer carry out a confidence check by either turning the sensitivity up or by coming back from the Base Stick and using the Test Piece. (Hourly), dependent on the detector in use.
  • Closely monitor stand down and rest periods for the deminers.
  • Liaise with community elders and local authorities when required.
  • The closing of roads during demolitions and clearance operations.
  • Conduct internal Quality Control checks both visual and electronically for at least 10% of each deminer’s clearance for that day. These QC checks are to be accurately ascertained on the scaled site drawing.
  • Responsible for Safety Distances & Procedures.
  • Responsible for Explosives, Handling & Security.
  • Investigating all Mines and UXO Finds and taking appropriate.
  • The Team Leader is ultimately responsible for the discipline of his team both in the minefield and in the accommodation Area.  

Any other Tasks given by the AREA Mine Action Deportment.

Job Requirements:

QUALIFICATION AND EXPERIENCE:

  • High school diploma with five years progressively experiences in demining field operations, from which two years shall worked in AIM demining operation.
  • Understanding of AREA survey and demining SOPs
  • Sound communication (spoken and written) skills, including the ability to effectively prepare reports and teams related documents in a clear and concise style.
  • Excellent interpersonal skills and ability to establish and maintain effective partnerships and working relations with people in a multi-cultural environment with sensitivity and respect for diversity.
  • Ability to organize, plan and implement work assignments under pressure of frequent and tight deadlines.
  • Sound analytical and problem-solving skills and ability to handle complex situation.
  • Able to develop effective solutions despite ambiguity.
  • Demining related survey and clearance courses are required.
  • EOD courses (level 3) is required.
  • IM advance qualification/courses is required.   
  • Knowledge of computers including Word, Excel is required.
  • Fluent in local  languages (oral and written) are required.
  • Fluent and knowledge of English language is an asset and desirable.
  • Knowledge of understanding and using the Information Management System for Mine Action (IMSMA) is highly desirable and an asset.
