Purpose for the job:
The Programme Officer (Beneficiary Data Analytics) supports the Project Management Unit (PMU) in UNICEF Afghanistan Country Office (ACO) to implement timely Humanitarian Cash Transfer (HCT) activities and deliver incentive payments to frontline workers. To facilitate business continuity and sustain support to tasking sections, the Programme Officer will:
- Ensure beneficiary data is securely protected and accurately processed (e.g., verifying data quality and maintaining confidentiality).
- Synthesize actionable insights and information from cleaned and verified data (e.g., preparing statistical summaries for programmatic decisions).
- Ensure the Management Information System (MIS) functions effectively and reliably (e.g., resolving user access issues and updating system configurations).
- Provide continuous support to other PMU teams and ACO Programme Sections.
In addition, the Programme Officer will foster a close partnership and maintain consistent dialogue with the relevant PMU teams and ACO Programme Sections as part of the overall management approach.

Under the direct supervision of the Programme Specialist (Beneficiary Data), the Programme Officer (Beneficiary Data Analytics), NO-2 will perform the following tasks:

Minimum requirements:
- A bachelor’s degree from a recognized university is required in one of the following disciplines: Statistics, Data Science, Computer Science, Epidemiology, Demography, Public Health, Social Sciences, or a related field.
- Any other additional certification in a related field directly related to this assignment is an asset.
- A minimum of two years of relevant professional experience in data analytics, beneficiary data management, case management or a related field is required.
- Detailed knowledge of python / R / STATA language or alternative coding language for data analytics is required.
- Experience in using mobile data collection applications (ODK / Kobo / Survey CTO / ActivityInfo or any other related application) is required.
- Proven ability to work collaboratively in a multidisciplinary and multicultural environment is required.
- Experience in Beneficiary Data system for cash-based assistance programmes in humanitarian contexts is desirable.
- Experience of working with UN agencies (UNICEF experience preferred) at interagency level is desirable.
- Experience in maintaining MIS in humanitarian contexts is desirable.
- Excellent communication & presentation skills (written & verbal) across multiple audiences are required.
- Fluency in English is required – Oral and Written. Knowledge of another official UN language or local language of the duty station is considered as an asset.
