MSI Reproductive Choices Afghanistan (MSIA) is a branch of MSI, a global, non-profit, and non-governmental organization headquartered in London, UK, and was established in August 2002 after registration with the Government of Afghanistan. MSIA follows the local mission statement of MSI: Improve Afghan women’s health and well-being so that they can, in turn, build strong, healthy families. Our vision is to be the organization that Afghan women seek out for high-quality, client-centered health care provided by women, for women.
We focus on reducing maternal mortality by providing quality and sustainable maternal-child health (MCH) and reproductive health (RH) services and information in 17 provinces of Afghanistan, namely Kabul, Balkh, Herat, Jawzjan Faryab, Nangarhar, Helmand, Kandahar, Baghlan, Kunduz, Badakhshan, Takhar, Samangan, Kapisa, Khost, Paktia, and Daikundi, in coordination with the Ministry of Public Health (MoPH) of Afghanistan. 
MSIA strives to enhance women's health outcomes in the aforementioned provinces by delivering vital reproductive and maternal-child health services through multiple channels such as centers, outreaches, the private sector, and MS Ladies (Family Health Houses).

Job Descriptions:
  1. Strictly follow the procurement guideline provided by MSIA Provide feedback to improve the guideline when it is required.
  2. Coordinate the Medicine forecasting with the team supervisor and other team members.
  3. Handle Global supplies procurement process based on online registered system.
  4. Handle online booking of UN flights based on online registered system.
  5. Insure Goods and services are received as per the signed contract between the MSIA and dealers.
  6. Insure Goods and services are based on the duly authorized PO provided to the supplier to avoid any discrepancies.
  7. Fulfill the action plan and submit it to the procurement team senior manager weekly and monthly basis.
  8. Preparation of all bid analysis with the contribution of bid analyses committee.
  9. Liaise with the pharmacy stock officer looking after stocks to insure Goods Receive note GRN.
  10. On-time clearance of the Documents with Finance.
  11. Maintain & handle the purchasing process of medicine, medical equipment, and fixed assets.
  12. Update Asset list of MSIA
  13. Investigating lost and Damage assets of the organization
  14. Deal with Vendors (Regarding All the Orders from submitting the order to supplier till receiving Goods.
  15. all purchases and supplies management
  16. Communicate with translations of documents for medical and non- medical.
  17. Provincial PO (sending a scan to provinces and follow up)
  18. Liaise with MSIA concerned technical staff for inspection of delivered equipment’s/supplies to ensure quality control specification conformity, volume assessments, Monitoring, and verification of deliveries.
  19. Keep an update log for all procurement activities and ensure that all the documentation has been appropriately filed and in process.
  20. Update fixed assets lists and reconcile with fixed assets register with
  21. finance.
  22. Making lost and damage reports.
  23. Establishment and maintaining of Procurement management filing system.
  24. Draft and prepare the short term and long-term suppliers and rental contracts.
  25. React on the spot in an emergency.
  26. Negotiation and market analysis, to pay an established market rate.

     27. Carry out any other procurement related task assigned by supervisor

Job Requirements:

Qualification and Experience

  • Bachelor’s/ Master’s degree in business administration.
  • 3- 5 years Proven experience in related field
  • Solid experience of working in collaborative environment
  • Ability to influence others within the organisation while being open to other people’s views through negotiation skills.
  • Demonstrated experience in preparing and monitoring internal procedures for adherence to regulations and policies related to projects.
  • Fluency in English and the national languages is must.   
  • Experience in the NGO Sector is preferred.
