The Finance Manager plays a critical role in ensuring the financial health and sustainability of
Compassionate Afghanistan (CASDHO). This position will initially function remotely, transitioning to office-based work in the future. The Finance Manager is tasked with establishing a robust financial framework,managing QuickBooks or similar software, and implementing project-based accounting systems. The role requires daily interaction with team members to address financial matters, including budgeting, bank relations, donor reporting, and auditing. By ensuring efficient financial operations and compliance, the Finance Manager supports CASDHO’s mission to empower Afghan communities.
Key Responsibilities
1. Financial Planning and Management
● Develop, manage, and monitor annual budgets in collaboration with program and department
heads.
● Prepare financial forecasts to anticipate organizational needs and advise on resource allocation.
● Establish and enforce financial policies, procedures, and controls to ensure transparency and
efficiency.
● Provide regular financial reports (monthly, quarterly, and annually) to the Executive Director,
donors, and the board.
2. Accounting and Financial Operations
● Oversee day-to-day financial operations, including accounts payable/receivable, payroll, and
maintaining the general ledger.
● Implement project-based accounting methods to ensure accurate tracking of program expenses.
● Ensure all financial transactions are recorded correctly and comply with donor and accounting
standards.
● Reconcile monthly bank statements and maintain accurate records of cash flow.
3. Compliance and Risk Management
● Ensure adherence to Afghan tax and labor laws, as well as financial and regulatory standards.
● Ensure compliance with donor guidelines, grant agreements, and reporting timelines.
● Facilitate and manage audits, ensuring readiness and clarity in financial records.
● Identify financial risks and develop risk management strategies to mitigate them.
4. Donor and Grant Management
● Prepare financial reports for donors, ensuring compliance with specific grant requirements.
● Monitor and track expenses for donor-funded projects to ensure alignment with budget
approvals.
● Collaborate with the fundraising team on budget proposals and financial plans for grants.
5. Capacity Building and Team Leadership
● Supervise, train, and mentor finance staff to enhance their professional skills.
● Conduct financial management workshops for program and operations staff to improve
budgetary understanding.
● Allocate financial tasks within the team to ensure clear delegation and accountability.
6. Strategic Financial Advice
● Provide strategic insights to the leadership team for optimizing costs and maximizing resources.
● Advise the Executive Director on long-term financial planning and growth opportunities.
● Actively contribute to decision-making processes, proposing proactive financial strategies to
enhance sustainability.
7. Collaboration and Engagement
● Engage daily with team members on budgeting, financial tracking, and other critical financial
issues.
● Coordinate with banks for operations including fund transfers, reconciliations, and financial
instruments.
● Foster professional relationships with external auditors, donors, and other financial stakeholders.
