Under the supervision of Team Lead (Irrigation) the Electrical Engineer will be responsible for the following:
● Execute tasks in accordance with the plan and guidance of the Team Lead
The Electrical Engineer is a member of the Water Emergency Relief Project (WERP) team. Under the direct supervision of the Team Lead (Irrigation) and overall leadership of the Project Manager, the Electrical Engineer provides expertise and analysis, and implementation oversight support across all projects under the engagement, in coordination with relevant team members. The Electrical Engineer contributes to sub-project electrical design and peer review, demonstrates to engineering teams best practices and techniques of key technical and Electrical work areas, and trains implementing partners and team members in solar power fundamentals, installation and works quality assurance. The Electrical Engineer brings extensive practical experience in electrical works activities, supervising works, quality assurance and quality control, occupational health and safety as well as environmental management standards on site. The Electrical Engineer will be based in Kabul and is expected to travel frequently across all project sites, as required.

1. Planning, implementation and management of all engineering activities
● Support the Team lead in planning, implementation and management of all engineering-related activities
● Supports the design process by collaborating with consultants and retainers, providing critical information and contributing to ToRs for design of solar power systems for pumping applications and grid-forming applications
● Undertakes peer review of designs proposed by implementing partners, using the guidelines and tools developed by the retainers and consultants
● Ensures that all proposals from implementing partners align with the project objectives and planned approach. Supports analysis of alternative approaches
● Contributes to specifications and bid evaluation
● Contribute to the Project operation Manual.
2. Coordination, delivery and performance
● Assist the engineering team Lead (Irrigation) to manage, plan and coordinate monthly, weekly and daily construction activities, including monitoring site safety and construction quality.
● Participate in construction approval and inspection activities, liaising closely with engineering and Quality Assurance (QA) personnel and ensuring Health, Safety and Environmental (HSE) measures are implemented within construction activities.
● Support the supervisor to ensure the overall and timely delivery of the project activities are within the project schedule.
● Coordinate with contractors and suppliers in inspecting all materials delivered to the project site, ensuring they meet the specification requirements and take corrective action where the quality of materials delivered does not meet the project technical specification requirements; prepare detailed reports on deliveries made to sites.
● Work with contractors on ensuring HSSE protocols and measures are implemented and standards are met.
● Check and verify the contractor payment.
3. Monitoring and reporting
● Monitor the contractor work schedule and provide the best technical advice to speed up the project progress and meet the project deadline, while the contractor is behind the schedule.
● Check drawings, specifications, and other construction design documents to ensure accuracy
and soundness of design.
● Monitor all project activities in relation to the respective project work plans and take corrective action, when necessary, to ensure the timely and cost-effective delivery of project outputs.
● Monitor contractors’ onsite work to ensure delivery is maintained at the required level to meet project quality, time and cost targets.
● Maintain accurate measurement of the completed works for payments, keep appropriate records for all contracts.
● Organize regular site meetings with staff and contractors and prepare progress reports
● Collect and document site information in relation to contractor’s work including information on the contractor’s workforce, labor, weather, Risk register, issues register and progress of work and any other related information.
● Contribute to project progress reports and project briefs.
● Prepare and manage project documentation systematically, especially assuring the tidiness of the contractors’ site registers.
● Assist the Project Manager in the hand-over and closing of the project.
● Hold ownership to UNOPS’ Asset at the construction site.
4. Stakeholder engagement and communication
● Undertake monitoring of the IPs in their technical installation and oversee training, technical assistance and mentoring as needed to address challenges/ gaps during the project implementation.
● Maintain a good internal team and public/external communications on all matters related to the project’s work in rural areas.
● Provide inputs to the Project’s media/ social media/ website/ public outreach.
● Maintain close working relationships with the implementing partners and de facto authorities.
5. Capacity building
● Develops training materials in collaboration with retainers, and trains the engineering team and implementing partners on solar power fundamentals, installation management and quality assurance
6. Knowledge sharing and knowledge building
● Contribute to the dissemination and sharing of best practices and lessons learned for development planning and knowledge building.
● Participate in the relevant Communities of Practice, actively interact with other Engineers and the Engineering community to share case studies, lessons learned and best practice on the Knowledge System.
● Collaborate with technical team members including but not limited to architects, engineers, project managers and quantity surveyors.
● Conducting on site training for the contractors technical staff to improve the technical knowledge of the engineers.
3. Qualifications and Experience
a. Education
● A first Level University Degree (Bachelor's Degree or equivalent) in Electrical Engineering or related field is required.
● A professional certificate in Electrical Engineering or a relevant field and/or an advanced university degree (e.g. Masters) will be an advantage.
● Certified studies focused on solar power and renewable energy power generation (AC, 3-phase) would be an advantage.
b. Work Experience
● A minimum of 4 years of field work experience in the field of electrical engineering works, preferably in solar power provision
● Proven experience in the supervision of multiple construction sites is required.
● Proven experience of project implementation in close collaboration with government authorities and community organizations is an asset.
● Knowledge of UNOPS/UN rules and regulations is an advantage.
● Working knowledge of cloud-based office software packages (Google Suite), MS Office programs, MS Project, AutoCAD and telecommunications equipment and systems is highly valued.
DESIRABLE EXPERIENCE
● Previous working experience within an international development context
● Experience in solar power generation (AC, 3-phase)
● Experience in contractors supervision as well as interim payment certificates (IPCs) and claims management
● Experience with satellite images usage
c. Languages
● Fluency (oral and written) in English is required.
● Pashto and Dari languages are desired.
