Job Descriptions:

Role Summary:

Under the supervision of the Project Coordinator, the district officer is responsible for the project Agricultural extension support  to Smallholder producers  and deliver programme activities effectively  as per the CBARD-ALL project work plan in the district. The  Job holder will operate with a high degree of independence, supervise  Community mobilisers and  CDC  to ensure that programme activities  are achieved in full according to AAA’s  Community-Based Agriculture and Rural Development - Access to Licit Livelihoods (CBARD-ALL)program .Ensure   effective implementation of CBARD-ALL activities and achieve its results which aim to provide alternative sources of incomes and livelihoods to the communities that have been severely affected by the recent ban on poppy cultivation and contributes to the overall vision  of achieving AAA country strategy.                                                  

Responsibilities and Tasks:

  • Work closely with the Community mobilisers and CDC to map and identify targeted beneficiaries through AAA standard participatory process for the provision of climate change adaptable inputs and affordable, replicable technology for new and existing high value crops
  • Identify community-based infrastructure needs through community based participatory and consultative approach for construction or rehabilitation of agreed-upon community-infrastructure and facilities.
  • Identify appropriate farmers, businesses, and traders to participate in trade missions and B2B.
  • Liasei with the horticulture/Agribusiness specialists to develop a standardized and comprehensive training package for Farmer Field Schools that is both gender-responsive and focused on improved agriculture methods, such as pruning, weed control, seasonal management, intercropping, integrated pest management, and post-harvest value addition.
  • Ensure quality delivery of Farmer Field Schools to farmers in real time, on farmer lands, as each high-value crop requires input, care, and treatment.
  • Liasei with MEAL and specialist leads to Conduct APY baseline survey in targeted communities and develop APY database.
  • Liasei with MEAL and specialist to conduct agro-economic assessment of area, price, yield of high-value crops in target area.
  • Identify, participate, and support existing trade show and agricultural expo opportunities.
  • Train the farmers on the use of value addition equipment and tools, and the steps needed to process value added products.
  • Conduct and report inventory of district-level needs for farmer and trader access to existing post-harvest facilities already established with CBARD support.
  • Coordinate with business owners and recipients of CBARD supported grant facilities to ensure full operation and utilization of the facilities.
  • Provide training to farmers and businesses on the use and maintenance of CBARD supported facilities
Job Requirements:

 Education:

First University degree in International Affairs, Economics, Nutrition Agriculture, Environmental Science, Social Sciences, or other field relevant to international development assistance and additional two years of most related professional work experience.

Minimum Work Experience:

At least three (3) years professional experience in programme management focused on small holder farmers and agriculture markets.

Desirable Work Experience:

  • Substantial experience in implementation of smallholder agriculture market support (SAMS), small scale value chains, food systems initiatives, and/ or post-harvest management.
  • Experience in building partnerships and coordinating with different internal and external stakeholders and co-creating innovative solutions.
  • Substantial role in the creation and training of teams and in explaining complicated concepts to a diverse audience.

Knowledge and Skills:

  • Update knowledge on current issues and challenges relate to resilience, and food systems, livelihoods, climate change, disaster risk reduction, especially how it relates to Afghanistan.
  • Proficiency in Microsoft software.

Language:

  • Fluency (Level C) in both written and spoken English, Dari and Pashto.
