Job Descriptions:

NOVE is seeking a M&E Officer for the office in Kabul, who will be responsible to monitoring NOVE’s assigned projects in Afghanistan 

The M&E will work under the supervision of the Deputy Country Director (based in Kabul), and the Program Coordinator (based in Rome).

 

Job Requirements:

Key Responsibilities

1. M&E System Development and Implementation

  • Design and implement a comprehensive M&E framework aligned with NOVE’s program goals and objectives.
  • Develop and update M&E tools, methodologies, and procedures to capture both quantitative and qualitative data.
  • Ensure the integration of M&E systems into program design and implementation phases.

2. Data Collection and Analysis

  • Oversee data collection processes, ensuring accuracy, consistency, and timeliness of information.
  • Lead field monitoring visits to verify data quality and provide on-site technical support.
  • Analyze M&E data and generate actionable insights to enhance program performance.

3. Reporting and Documentation

  • Prepare regular M&E reports, including progress reports, impact assessments, and success stories.
  • Maintain an organized and up-to-date database of all program-related data and documentation.
  • Contribute to donor reporting by providing accurate and timely M&E information.

4. Capacity Building and Coordination

  • Provide training and mentoring to program staff and partners on M&E tools and best practices.
  • Collaborate with program teams to ensure the integration of M&E findings into decision-making and planning processes.
  • Coordinate with external stakeholders, including donors, partners, and local authorities, to align M&E activities with broader program objectives.

5. Evaluation and Learning

  • Design and conduct evaluations, including baseline, mid-term, and end-line assessments.
  • Develop mechanisms to capture lessons learned and best practices.
  • Facilitate periodic reflection and learning sessions with program teams to improve strategies and approaches.

6. Stakeholder and Local Authority Engagement

  • Liaise with stakeholders, including local authorities and community representatives, to ensure effective project implementation.
  • Coordinate surveys, data collection activities, and field visits in collaboration with relevant stakeholders.
  • Build and maintain positive relationships with stakeholders to support program goals.

 

Qualifications and Experience

  • Bachelor’s degree in a relevant field such as Statistics, Monitoring & Evaluation, Social Sciences, Development Studies, or a related discipline. A Master’s degree is preferred.
  • Minimum of 5 years of professional experience in M&E roles, preferably within an NGO or development organization.
  • Strong knowledge of M&E principles, frameworks, and tools.
  • Knowledge of the data collection software such as KoBo Toolbox
  • Experience with both quantitative and qualitative data collection and analysis.
  • Excellent report-writing and documentation skills.
  • Strong interpersonal and communication skills, with the ability to work effectively in a multicultural environment.
  • Familiarity with donor requirements and reporting standards.
  • Fluency in English, as well as Dari, and/or Pashto is essential.
