About USAID Afghanistan Agriculture Program:

DAI Global, LLC (DAI) is implementing a new USAID-funded agriculture program which aims to reinvigorate agricultural livelihoods and catalyze private sector engagement to address food insecurity, income gaps, target populations’ empowerment, and communities’ resilience to climate change. The activity actively facilitates implementation with and through local systems actors (such as anchor firms, business development and advisory service (BDAS) providers, education and financial institutions, and local communities). This approach centers a competitive, performance-based Partnership Facility (PF) to design interventions that: incorporate local Afghan knowledge, engage target populations, and leverage resources to ensure local ownership and sustainability. Utilizing performance-based grants, DAI will partner with stakeholders to achieve the below three objectives. 

Using a private sector-led, market systems development (MSD) approach, the activity is aimed at driving local system actor behavior change. In doing so, the activity endeavors to meaningfully improve Afghan lives and agriculture sector performance through the following objectives:   

Objective 1: Food Security Improved Through Increased and Inclusive Resilience, Productivity, Diversification, and Stability of Agricultural Value Chains  

Objective 2: Enhanced Communities’ Resilience to Climate Change-Induced Shocks, Specifically Water Stress 

Objective 3: Target Population Economic Empowerment Strengthened 

Job Descriptions:

The Grants Manager will oversee all grants management activities for the project. He/she will supervise the day-to-day work of the grants management unit, including coordinating grants activities with grants officers and regional grants officers. The manager will ensure that all grants’ activities are implemented in a timely manner and in accordance with the policies, regulations, and procedures outlined by DAI/the Activity and USAID. Additionally, he/she will provide support with grants pre-award processing and administration compliance.

 

  1. Scope of Work

The duties of the position include but are not limited to the following:

  • Work with the Grants, Procurement and Subcontracts Director to manage the grants program, as an integral part of the workplan activities to achieve project objectives and results.
  • Develop ideas into results-oriented grants activities that will contribute to the success of the project activities. 
  • Support implementation of the grants management activities and oversee the identification, selection, and management of grantees.
  • Develop Grants Manual in coordination with grants director and DAI HO for USAID approval, Identify and suggest improvements to DAI grants management procedures throughout the project to be more effective and efficient in preventing, detecting, identifying, and correcting noncompliance with applicable rules and regulations.
  • Lead grant award processes and oversee grant implementation in accordance with U.S. Government (USG) regulations.
  • Develop and build the capacity of local organizations and grantees to ensure successful implementation and compliance with the grant agreement, as well as to support their sustainable development as an organization.
  • Organize kickoff meetings and apprise grantees of the responsibilities, requirements and policies and procedures to be followed during the life of the grant.
  • Maintain updated status of activities and use of trackers and other tools to assist the team in the oversight of all grant’s activities. 
  • With support of grants director, maintain and update grants pipeline.  
  • Draft scope of work, grant agreements and technical inputs for solicitations (RFPs and RFAs) with the input of team members, working closely with sub-contracts and grants team. 
  • Support committee review in the evaluation processes for grant evaluations and selection.
  • Negotiate budgets as well as terms and conditions of grants agreements in coordination with the implementation and subcontracts team and assigned value chain manager.
  • Provide guidance and interpretation for program staff and grantees to ensure adherence to grant management policies and achievement of grant objectives.
  • The Grants Manager will be based in Kabul with frequent travel to regional offices and the field.
  • Other duties as assigned by the Grants, Subcontracts & Procurement Director.
Job Requirements:
  • An advanced degree in finance, human resources management, business administration, public administration, economics, or other relevant field is required or bachelor’s degree plus 5 years of relevant experience, master’s degree plus 3 years of relevant experience, or a PHD degree plus 1 year of relevant experience is required.
  • Five years of experience working on donor-funded projects in a related role with supervisory experience is preferred.
  • Demonstrated experience working with diverse teams in a fast-paced environment.
  • Experience leading and managing the grants aspects of USAID projects, including a demonstrated understanding of applicable grants-related USG contracting regulations.
  • Demonstrated knowledge of internal controls and audit processes (e.g., procurement, grants, subcontract agreements) is preferred.
  • Proficiency in speaking and writing Dari or Pashto is required.
  • Fluent English is required, including demonstrated report writing skills in English.
  • Strong communications and personnel management skills required.
  • Proficiency in using Microsoft Suite (Outlook, Excel, PowerPoint, and MS Word) computer software.
