Coordination of Humanitarian Assistance (CHA) is a non-governmental, non-profitable, and non-political Afghan NGO, working since 1987 mainly in agriculture, health, education, and infrastructure sectors in more vulnerable areas of the country. CHA is working through the implementation of Emergency, rehabilitation, and development projects for emergency aid for war, famine, and natural disaster-affected families in the field, to assist with the rehabilitation of rural and urban life, and to work with communities for sustainable development in Afghanistan.

Job Descriptions:

• Provide overall leadership and management of the project implementation in Balkh and Jawzjan.

• Develop and regularly update detailed implementation and expenditure plans in line with approved project targets and timelines.

• Ensure timely, efficient, and quality implementation of all project activities.

• Monitor project progress, targets, expenditures, deliverables, and implementation timelines and take timely corrective action when required.

• Lead and supervise project teams and provide technical and managerial guidance to field staff. 

• Maintain effective coordination with WFP, government authorities, local stakeholders, community representatives, and other relevant partners.

• Ensure compliance with WFP requirements, approved project documents, organizational policies, accountability mechanisms, and humanitarian standards.

• Conduct regular field visits to monitor project implementation, quality, beneficiary engagement, and compliance.

• Ensure proper beneficiary documentation, activity records, distribution/implementation records, Means of Verification (MoVs), and other supporting documents are maintained.

• Prepare and submit high-quality project progress reports, situation updates, donor reports, presentations, and other required documentation.

• Closely monitor project expenditures in coordination with the Finance team and ensure appropriate and timely utilization of project funds.

• Identify implementation challenges, operational risks, and potential delays and develop practical mitigation measures. 

• Ensure timely follow-up of action points arising from coordination meetings, monitoring visits, and WFP feedback.

• Promote accountability to affected populations, protection, gender, inclusion, and community participation throughout project implementation.

• Ensure effective internal coordination among Program, Finance, Logistics, MEAL, HR, and Administration teams.

• Support project assessments, planning, monitoring, reporting, audits, and donor/partner visits as required.

• Represent the organization professionally in relevant coordination meetings and technical discussions.

• Perform any other duties related to the project as assigned by senior management.

Job Requirements:

• Bachelor’s degree in Project Management, Business Administration, Economics, Development Studies, Social Sciences, Public Administration. A Master’s degree is an advantage.

• Minimum 5 years of relevant experience in project management, preferably with national/international NGOs or humanitarian organizations.

• Proven experience managing WFP-funded projects or projects funded by other UN agencies/donors is highly desirable.

• Demonstrated experience in managing projects across multiple provinces and supervising field teams.

• Strong experience in project planning, implementation, monitoring, budgeting, expenditure tracking, reporting, and stakeholder coordination.

• Good understanding of humanitarian principles, food security/food assistance programming, accountability, and community-based approaches.

• Experience working with WFP, government authorities, local communities, and other humanitarian stakeholders is an advantage.

• Excellent organizational, analytical, communication, leadership, and problem-solving skills.

• Strong proficiency in MS Office, particularly Excel, Word, and PowerPoint.

• Fluency in English, Dari and Pashto Languages.

• Willingness and ability to travel regularly to project locations in Balkh and Jawzjan.
