Job Descriptions:

Job Purpose:

The Quality of Care and Capacity Building Officer is responsible for supporting and improving the quality, safety, effectiveness and standardization of health services provided through RI-supported health facilities in accordance with the MoPH BPHS and EPHS, national guidelines, protocols, standards and RI program requirements.

The position will lead and coordinate quality-of-care assessments, supportive supervision, quality improvement initiatives, clinical/service audits, capacity-gap identification, training needs assessments, staff coaching, mentoring and follow-up.

The officer will ensure that findings from quality assessments are translated into practical capacity-building and corrective-action interventions, and that improvements are monitored over time.

 Key Responsibilities

A. Quality of Care and Quality Improvement:

Develop and implement a facility-level and provincial Quality of Care Improvement Plan in coordination with the Health/Program Technical Manager.

Conduct regular quality-of-care assessments of RI-supported BPHS/EPHS health facilities.

Monitor compliance with:

BPHS requirements

EPHS requirements

MoPH standards

National clinical guidelines

Standard Operating Procedures (SOPs)

Infection Prevention and Control (IPC) standards

Patient safety requirements

RI policies and program standards.

Identify gaps affecting the quality, safety, accessibility and continuity of health services.

Conduct or support:

Clinical/service audits

Record reviews

Patient-flow assessments

Facility assessments

Case reviews

Mortality/morbidity reviews where applicable

IPC assessments

Patient-satisfaction/feedback reviews.

Develop facility-specific Corrective and Improvement Action Plans based on assessment findings.

Follow up action plans and verify whether identified gaps have been addressed.

Promote a culture of continuous quality improvement (CQI) within RI-supported facilities

Follow the QQM(Structure indicator, Content of care or vignettes and out come indicator or exit interview by HFs level and to achieve the a good performance.  

Support health facilities to establish and strengthen facility-level Quality Improvement Teams/Committees.

Document good practices, lessons learned and successful quality-improvement interventions.

Supportive Supervision:

Develop and implement a regular supportive-supervision schedule for RI-supported facilities.

Conduct joint supervision visits with relevant technical/program staff when required.

During supervision, assess:

Service availability

Quality of clinical care

Staff competency

Availability and use of guidelines

Patient safety

IPC

Documentation and record keeping

Referral practices

Rational use of medicines

Equipment and facility readiness

Patient/client experience.

Provide immediate constructive feedback to health-facility staff.

Use supervision visits as an opportunity for on-the-job coaching and mentoring, rather than only identifying problems.

Prepare supervision reports and share key findings with relevant managers.

Maintain a tracking system for outstanding supervision findings and corrective actions.

 Capacity Building and Training

Conduct regular Training Needs Assessments (TNA) based on quality-assessment and supervision findings of health facility staff to address their learning needs.
To prepare and developing annual, Quarterly and monthly training plan for training activities
to provide and developing curriculums and guidelines. 
To prepare training plans for training courses and update them regularly
To prepare training budget for each training.
To prepare required useful training aids and materials.
To conduct training according to the plan to enhance the knowledge, skills and behavior of health facility staff.

To coordinate and facilitate:

Refresher trainings

On-the-job training

Coaching

Mentorship

Technical orientations

Training of Trainers (ToT)

Practical/clinical skills sessions.

Ensure that training priorities are based on identified competency gaps and program needs.

Develop or adapt training materials, presentations, job aids and practical tools in accordance with MoPH and RI standards.

Conduct pre- and post-training assessments where appropriate.

Conduct post-training follow-up to determine whether staff have applied the knowledge and skills acquired.

Supportive supervision of clinical staff in the province and follow up of trained topics to ensure the quality of staff activity.
To provide training data for health management team if required.
To develop training materials and guidelines.
To maintain and update training database.
To prepare monthly and quarterly training reports. Reports should include (but are not limited to): pre and post-test results, methodology followed during training, topics thought, knowledge/know-how and skills acquired by trainees, participation rate and an evaluation of the training by the participants as well as the findings of post-training monitoring visits.
To carry out specific training, support, and other capacity building activities for health facility staff.
To carry out field mission to ensure a smooth and efficient implementation of the skills/knowledge acquired by health facilities’ staff. Post training visits aim i) to ensure that training components are effectively applied in the field, ii) to provide complementary information and feed-back to trained staff.
To develop, with the Deputy technical project manager, a capacity building component for sub-office staff and provide on-job training where and when needed.

Maintain an updated database of staff training and capacity-building activities.

 BPHS and EPHS Compliance:

The officer will support RI facilities to maintain compliance with relevant BPHS and EPHS requirements, including:

Service availability

Human-resource requirements

Clinical standards

Maternal and newborn health

Child health

Immunization

Nutrition

Communicable diseases

Mental health/MHPSS

Emergency services

Infection prevention and control

Pharmacy and rational medicine use

Laboratory services

Referral systems

HMIS/documentation

Patient safety and dignity.

The officer will identify gaps and work with facility management and technical teams to develop realistic improvement measures.

Data, Monitoring and Analysis

Review relevant health-facility and program data to identify quality gaps and trends.

Work closely with MEAL/HMIS staff to ensure that quality-related data are accurate and useful.

Analyze selected QoC indicators and service-delivery trends.

Use data to identify priority areas for:

Supervision

Training

Mentorship

Quality improvement.

Participate in data-quality assessments when required.

Ensure that findings from assessments and training are documented and used for program decision-making.

Quality Improvement Projects

The officer will support facilities to design and implement practical Quality Improvement (QI) projects.

For example:

Problem: Poor ANC follow-up.

Assessment: Identify whether the problem is related to staff competency, counseling, patient tracking, community awareness, workload or another factor.

Intervention: Coaching + improved counseling + patient follow-up system.

Measurement: Monitor ANC follow-up before and after intervention.

Action: Continue, modify or scale up the intervention based on results.

The officer should ensure that QI activities are measurable, evidence-informed and linked to identified service-delivery problems.

Coordination and Stakeholder Engagement:

Coordinate with the PPHD and relevant MoPH technical departments on quality-of-care issues.

Participate in relevant provincial health coordination meetings.

Coordinate with RI technical teams and other implementing partners to avoid duplication of training and capacity-building activities.

Support communication of MoPH policy, guideline and protocol updates to RI-supported facilities.

Maintain professional relationships with facility managers, technical staff and provincial health authorities.

Job Requirements:
