POSITION OBJECTIVE
The Project Coordinator Procurement will be located at Project Cluster Implementation Office [PCIO] Kabul and will be responsible for the planning, coordination, and execution of procurement and logistics activities for works, goods, and services under the project under the CLDRM (ADB) project in 6 provinces of Herat, Kabul, Ghazni, Logar, Nuristan, and Kunar. The incumbent reports to the Senior Manager, Project Implementation, PCIO Kabul, and will be directly involved in project development, implementation, and monitoring support to the 6 provinces.
The incumbent must have strong qualifications and demonstrated expertise in procurement and contract management, with sound knowledge of the Asian Development Bank (ADB) procurement policies and regulations, as well as the Community-Led Disaster Risk Management (CLDRM) Project procurement manual.
The role includes coaching, mentoring, and capacity-building support for provincial procurement teams, and ensuring all procurement and contract management activities comply fully with ADB guidelines and procedures. The Project Coordinator Procurement is responsible for the full end-to-end procurement cycle, ensuring value for money, transparency, fairness, and compliance with donor and organizational requirements.
JOB DUTIES AND RESPONSIBILITIES
• Prepare, update, and revise procurement plans in accordance with ADB Procurement Plan (PP) formats and submit them to ADB.
• Prepare Bidding Documents, Invitations to Bid, Requests for Proposals (RFPs), Requests for Quotations (RFQs), and Contract Documents in line with approved procurement policies and procedures.
• Ensure timely publication of procurement notices on relevant platforms and procurement portals.
• Participate in pre-bid meetings and provide clarifications to bidders.
• Facilitate the evaluation of bids for works, goods, and services, and prepare bid evaluation reports for approval.
• Oversee contract award processes, including issuance of notification of award, contract signing, and ensuring completeness of contract documentation.
• Ensure application of ADB procurement requirements such as standstill period and facilitate debriefing of unsuccessful bidders upon request.
• Maintain and update a supplier roster, ensuring due diligence, transparency, and compliance with eligibility criteria, including performance monitoring mechanisms.
• Provide regular updates to senior management on procurement progress against approved plans.
• Undertake regular field visits and liaise with key stakeholders, particularly provincial procurement teams.
• Cooperate with ADB Implementation Support Missions (ISM), Third-Party Monitoring (TPM), and procurement audits, and proactively address findings and recommendations.
• Review and verify supporting documentation for Interim and Final Payment Certificates, Extensions of Intended Completion Dates (ICD), and Variation Orders received from provinces.
• Coordinate with program departments on contract administration matters.
• Prepare monthly, quarterly, and annual reports, work plans, and procurement performance analyses as required.
• Ensure all duties are carried out in accordance with AKF’s Safeguarding and Child Safeguarding policies.
• Report any suspected or actual safeguarding violations in line with established reporting procedures.
• Represent AKF in procurement-related meetings and coordination forums.
• To carry out responsibilities of the role in a way which reflects AKF’s commitment to protecting children and vulnerable adults in accordance with the Safeguarding Policy and Child Safeguarding Policy.
• To report any suspicions or actual violations of the Safeguarding Policy and/or Child Safeguarding Policy as per the given training.
