Job Descriptions:

Afghan Social Welfare Development Organization (ASWDO) is seeking a qualified and experienced Finance Manager to join our team for ongoing projects. The selected candidate will play a critical role in ensuring sound financial management, accurate financial reporting, effective budgeting, and compliance with organizational policies and donor requirements. The Finance Manager will oversee financial operations and provide timely financial information to support effective decision-making and the successful implementation of ASWDO’s programs.

Duties and Responsibilities

Finance Manager will be responsible for the following:

Financial Management and Accounting

  • Manage all financial operations in compliance with organizational policies, donor regulations, and applicable laws.
  • Oversee daily financial transactions, payments, receipts, and accounting records.
  • Ensure accuracy, completeness, and proper maintenance of accounting documentation and supporting records.
  • Manage cash flow, bank accounts, and financial resources effectively.
  • Establish and monitor internal controls to safeguard organizational assets and prevent fraud or misuse.

Budgeting and Financial Planning

  • Develop, monitor, and manage project and organizational budgets.
  • Analyze budget utilization and provide variance analysis and recommendations to management.
  • Prepare cash forecasts and financial planning projections.
  • Provide financial analysis and information to support management decision-making.

Financial Reporting

  • Prepare accurate monthly, quarterly, annual, and donor-specific financial reports.
  • Ensure timely submission of financial reports to management, donors, and relevant stakeholders.
  • Monitor project expenditures and ensure costs are properly allocated and documented.
  • Provide financial updates, analysis, and recommendations to senior management.

Audit, Compliance, and Coordination

  • Prepare financial records, schedules, supporting documents, and reconciliations for internal and external audits.
  • Prepare and provide financial data, reports, analyses, and supporting documentation for audits, donor reviews, TPM exercises, assessments, evaluations, and other stakeholders as required.
  • Coordinate audit processes and ensure timely implementation of audit recommendations and corrective actions.
  • Ensure compliance with donor agreements, organizational policies, and statutory requirements.
  • Respond to financial queries, observations, and recommendations raised by auditors, donors, and other stakeholders.

Team Management

  • Supervise, mentor, and support finance staff.
  • Strengthen financial management capacity within the finance team.
  • Ensure adherence to financial procedures, controls, and reporting requirements.

 

Job Requirements:

Bachelor’s degree in Finance, Accounting, Economics, Business Administration, Management, or another relevant field. A professional certification or advanced training in finance, accounting, audit, grants management, or donor compliance is an asset.

    1. Minimum 4 years of relevant experience in finance, accounting, budgeting, grants, audit, or financial compliance, preferably in an NGO or international organization
    2. Strong capacity to analyse budgets, forecasts, variances, financial risks, and funding gaps and to propose timely corrective actions.
    3. Strong financial analytical skills and attention to detail in all financial processes.
    4. Ability to prepare and analyze monthly, quarterly, and annual financial reports for management.
