The Senior Engineer provides technical leadership and oversight across RGS construction and infrastructure projects, with responsibility for project planning, technical assessment, design review, preparation of technical specifications and Bills of Quantities (BoQs), cost estimation, tender and procurement support, construction supervision, quality assurance and quality control, health and safety compliance, progress monitoring, technical reporting, and project completion. The position works closely with Management, field engineers, contractors, donors, government counterparts, implementing partners, and other stakeholders to ensure that works are delivered in accordance with approved designs, specifications, contractual requirements, applicable engineering standards, approved budgets, and agreed timelines. The Senior Engineer may be required to travel to project sites and provincial locations to provide technical supervision, troubleshooting, coordination, and quality assurance.
Key Tasks & Responsibilities
1. Project Planning, Proposal Development and Technical Coordination
• Lead and/or support the preparation and review of technical work plans for construction and infrastructure projects in close consultation with Management and field teams.
• Review project concepts, technical requirements, site conditions, implementation approaches, and procurement needs, and recommend appropriate technical and implementation modalities.
• Provide technical inputs to proposals, concept notes, technical approaches, implementation plans, Terms of Reference (ToRs), and other project documentation.
• Identify and track relevant construction and infrastructure project opportunities through appropriate donor, government, UN, ACBAR, UNGM, and other sector platforms, as applicable, and coordinate with Management on bid/no-bid decisions and submissions.
• Provide technical guidance to field engineers and project teams on design, BoQ preparation, cost estimation, construction methodology, documentation, and resolution of technical issues.
• Lead technical discussions with Management, implementing partners, contractors, government technical departments, donors, and other stakeholders, and facilitate timely resolution of technical issues and implementation bottlenecks.
• Support project teams in maintaining implementation schedules, milestone tracking, risk identification, and technical follow-up to help ensure timely delivery.
2. Engineering Design, Drawings, Specifications and Cost Estimation
• Prepare, review, and validate engineering designs, technical drawings, specifications, calculations, BoQs, cost estimates, and other technical documents for infrastructure projects.
• Ensure that designs and technical documents are practical, site-appropriate, constructible, cost-effective, and consistent with applicable engineering standards and project requirements.
• Prepare technical specifications and item descriptions for procurement and construction works, ensuring clarity of quantities, quality standards, materials, workmanship, and measurement requirements.
• Review drawings and technical submissions from contractors and consultants and provide comments, revisions, and technical recommendations as required.
• Undertake technical site assessments, measurements, surveys, and verification as required for design development and cost estimation.
• Ensure consistency between drawings, specifications, BoQs, and site conditions, and identify discrepancies before construction or procurement.
3. Infrastructure Areas
– Irrigation canals and water-management structures.
– Flood protection walls and related protection structures.
– Check dams and watershed-management structures.
– Water supply networks and associated infrastructure.
4. Procurement, Tendering and Contracting Support
• Support Management and procurement teams in the preparation of technical bidding documents, specifications, BoQs, drawings, technical evaluation criteria, and other engineering inputs.
• Review technical aspects of bids and donor submissions and provide objective technical recommendations in accordance with the applicable procurement process.
• Participate in pre-bid conferences, site visits, clarification meetings, and technical discussions, and respond to or raise relevant technical questions.
• Review project work plans, construction methodologies, material submittals, drawings, and technical schedules before submission and/or implementation, where applicable.
• Provide technical Note to the File (NFT) for contract administration, including evaluation of proposed variations, extensions of time, additional works, and claims, as required.
5. Construction Supervision, Quality Assurance and Quality Control
• Participate in project kick-off meetings with donors, government counterparts, contractors, consultants, and other relevant stakeholders.
• Conduct regular site visits and provide close technical supervision of construction activities, including joint monitoring with relevant government technical services where appropriate.
• Monitor project implementation against approved drawings, technical specifications, BoQs, work plans, milestones, quality standards, and contractual requirements.
• Establish and apply appropriate inspection, testing, hold-point, and verification procedures to support effective quality assurance and quality control.
• Review site supervision reports, inspection records, test results, material certificates, measurement records, and other quality documentation, and follow up corrective actions.
• Verify the quality and quantity of completed works and materials prior to acceptance, payment recommendation, or handover, as applicable.
• Monitor site team performance, identify technical non-conformities, and provide clear corrective instructions and follow-up until issues are satisfactorily addressed.
• Ensure that construction methods, materials, workmanship, and completed works comply with approved technical standards and project requirements.
6. Health, Safety and Environmental Considerations
• Monitor compliance with applicable occupational health and safety requirements at project sites and raise corrective actions where unsafe practices or conditions are identified.
• Ensure that contractors and field teams follow appropriate site safety measures, including use of personal protective equipment (PPE), safe work practices, signage, and site controls.
• Identify and communicate engineering, construction, environmental, and community-related risks that may affect project delivery, and support appropriate mitigation measures.
• Promote safe and responsible construction practices and ensure that technical decisions consider community safety and site-specific risks.
7. Project Monitoring, Documentation and Reporting
• Monitor physical progress against approved work plans, implementation schedules, milestones, and agreed deliverables.
• Maintain systematic technical records, including site visit reports, inspection checklists, measurement records, photographs, drawings, technical correspondence, and other relevant project documentation.
• Prepare technical progress updates and contribute relevant sections to weekly, monthly, quarterly, annual, donor, management, and project completion reports, as required.
• Provide Management with timely information on project progress, quality issues, risks, delays, cost implications, and technical constraints, together with recommended corrective actions.
• Prepare and/or review completion documentation, including punch lists, as-built drawings, final measurements, completion reports, operation and maintenance information, and handover documentation, as applicable.
• Support systematic documentation of lessons learned and technical good practices for future projects.
8. Technical Support, Capacity Building and Cash-for-Work Documentation
• Provide technical mentoring and on-the-job guidance to field engineers, site supervisors, and relevant project staff.
• Develop or support technical orientations and training for field teams on construction quality, documentation, measurements, supervision, and compliance requirements.
• Provide training and guidance to field engineers on technical documentation, where applicable, and review relevant records for completeness and consistency.
• Provide technical advice to project teams during implementation and support practical problem-solving for site-level engineering challenges.
9. Stakeholder Coordination and Technical Representation
• Represent RGS in technical meetings with donors, government counterparts, contractors, consultants, partners, and other relevant stakeholders, as delegated by Management.
• Prepare and deliver technical presentations on project progress, key achievements, implementation challenges, and proposed actions.
• Coordinate with relevant government technical departments and local stakeholders to facilitate site access, technical reviews, approvals, inspections, and other project requirements.
• Maintain professional communication and constructive working relationships with contractors, consultants, partners, communities, and other stakeholders.
10. Project Completion, Handover and Post-Construction Follow-up
• Support technical completion inspections, preparation of snag/punch lists, verification of corrective works, and final acceptance of completed works.
• Participate in project handover processes and ensure that required technical and completion documentation is in place.
• Support follow-up during the defects liability or post-completion period, where applicable, and monitor rectification of outstanding defects.
• Document technical lessons learned, recurring construction issues, and recommendations to improve future project delivery.
Requirements
• Demonstrated experience working in complex operating environments and on medium- to large-scale infrastructure, civil works, or construction projects, particularly in technical design, documentation, and construction supervision.
• Demonstrated experience in community-based construction or infrastructure projects, community monitoring, and coordination with local stakeholders is desirable.
• Strong understanding of construction planning, site supervision, technical documentation, procurement interfaces, construction contracts, quality assurance, and follow-up of contractor performance.
• Experience managing and supervising medium- to large-scale construction works, preferably including public-sector or donor-funded projects.
• Proven experience working with donors, government counterparts, contractors, consultants, and local partners.
• Practical experience in preparation, implementation, monitoring, and completion of technical/construction projects, including engineering calculations and cost estimation.
• Experience in structural or advanced technical design, including high-rise structures, is an asset.
• Knowledge of UN rules, procedures, donor requirements, and relevant engineering and procurement practices is an asset.
• Background or familiarity with emergency, early recovery, humanitarian, or development programming is desirable.
