Job Purpose
The Case Management and Psychosocial Counselling Specialist is responsible for leading, planning, providing technical oversight, and ensuring the quality of the Case Management, Mental Health and Psychosocial Support, and beneficiary information registration and management systems within Marastoon. The position will support the establishment and institutionalization of Case Management units across Marastoon facilities, design and strengthen the beneficiary information management system, oversee the accurate and timely registration and updating of beneficiary information, provide technical guidance to staff, support the management of complex cases, and ensure confidentiality and information security.
Duties and Responsibilities
- Lead, plan, and provide technical oversight for the implementation of the Case Management and Mental Health and Psychosocial Support system across Marastoon facilities and targeted provinces; develop relevant work and operational plans and ensure consistent application of the Marastoon Case Management Guidelines throughout all stages of case management.
- Coordinate with Marastoon management to establish and operationalize Case Management units within Marastoon facilities, define the roles and responsibilities of relevant staff, establish appropriate workflows, and develop coordination mechanisms between Case Management units and other relevant departments.
- Develop psychosocial support work plans, including the preparation and organization of counselling session materials and content, and plan and facilitate professional capacity-building activities for Case Management staff according to the needs of beneficiaries and staff.
- Provide professional guidance and technical support to Case Management staff and psychosocial counsellors in handling complex, sensitive, and high-risk cases, and facilitate regular case review meetings.
- Monitor the quality of psychosocial support services and ensure that services are delivered in accordance with professional and ethical standards and within the scope of staff competencies.
- Oversee beneficiary referral mechanisms to health, protection, legal, livelihood, education, and other relevant services, and ensure appropriate follow-up on referrals and their outcomes.
- Coordinate the design, establishment, and development of a central beneficiary and case database, ensuring an appropriate structure for the registration, updating, storage, retrieval, analysis, and reporting of beneficiary information, in coordination with the Information Technology and programme management teams.
- Monitor the quality, completeness, accuracy, and timeliness of beneficiary information within the Beneficiary Information Management System and ensure that case information is properly recorded and regularly updated.
- Ensure confidentiality, information security, authorized access, and protection of personal and sensitive beneficiary information, including the establishment and application of appropriate access levels for staff using the database and case records.
- Conduct regular monitoring visits to Marastoon facilities and targeted provinces to assess the quality of Case Management services, performance of Case Management units, and beneficiary information management, and provide appropriate technical guidance and feedback to staff.
- Prepare regular technical, statistical, and analytical reports on cases, beneficiary needs, service delivery, progress, and results, and use available information to support evidence-based decision-making and programme improvement.
- Oversee the development and implementation of an appropriate Exit Strategy for beneficiaries and ensure that case closure is based on clear criteria and is conducted safely, with dignity and adequate preparation for independent living and social reintegration.
- Identify staff capacity-building needs and support the development and delivery of training programmes; provide professional guidance and mentoring to staff and contribute to appropriate mechanisms for preventing professional burnout and supporting staff well-being.
- Coordinate with the Marastoon Directorate, Human Resources, Information Technology, and other relevant departments to strengthen and institutionalize the Case Management and beneficiary information management systems; ensure compliance with safeguarding, protection, do-no-harm, prevention of sexual exploitation and abuse, confidentiality, informed consent, and beneficiary dignity principles.
- Document project experiences, results, and lessons learned; provide practical recommendations for improving and expanding the Case Management system; and perform other duties relevant to the position as assigned by the supervisor and the leadership of the Marastoon Directorate.
- Give due and practical attention to all religious and cultural requirements, including appropriate observance of Hijab in the workplace and during engagement with beneficiaries.
- Ensure the proper and responsible use of all equipment, materials, supplies, and vehicles assigned to the relevant department and ensure their appropriate care and protection.
- Perform other duties related to the position as assigned by the supervisor or head of the relevant department in accordance with the applicable laws of the Afghan Red Crescent Society and the procedures and policies of the Human Resources Department.
