About Barm Research and Innovation Center:

Barm Research and Innovation Center is an independent, non-profit scientific institution. It studies Afghanistan's needs and challenges and develops practical solutions and evidence-informed recommendations through research, strategic studies and innovation.

Job Descriptions:

The General Scientific and Strategic Board is BARM's senior scientific and advisory body. Members review major studies, proposals, policy documents and urgent issues, provide expert advice and support quality improvement. The Board provides technical recommendations; final institutional and publication approval rests with the Head of Office.

A. Core Responsibilities

     Advise on BARM's research priorities, annual agenda and major topics.

     Review research proposals, methodologies, policy documents, plans and reports.

     Provide a clear written recommendation for approval, conditional approval, revision, re-review or rejection.

     Monitor major developments and turn research findings into practical recommendations and solutions.

B. Oversight Responsibilities

     Review the quality of research questions, methods, sources, data, analysis, findings and recommendations.

     Ensure compliance with research ethics, confidentiality, academic integrity and conflict-of-interest rules.

     Follow up agreed corrections and assigned actions during Board meetings.

C. Coordination Responsibilities

     Work with the Research Manager, research teams and other Board specialists.

     Support scientific links with universities, government institutions and experts, and contribute to technical discussions.

     After technical clearance, refer products for language editing, design and publication processing.

Job Requirements:

Education and Experience

     Doctorate in the advertised field; an equivalent advanced professional qualification may be accepted for health professions.

     At least five years of relevant academic, professional or research experience.

     Evidence of conducting or reviewing research, academic articles, policy documents or analytical reports.

     Experience in multidisciplinary teamwork, scientific boards or technical review is an advantage.

Skills and Abilities

     Working knowledge of quantitative, qualitative or mixed research methods.

     Strong analysis, academic reasoning, report writing and practical problem-solving skills.

     Teamwork, professional communication, presentation and management of differing views.

     Ability to use Microsoft Office, academic databases and relevant analytical tools.

     Fluency in Pashto or Dari, working ability in the other national language, and sufficient English for international sources.

     Academic integrity, impartiality, confidentiality and accountability.

Working Conditions

     At least eight meetings per month, with additional meetings when required.

     In-office work from 8:00 a.m. to 4:00 p.m. on eight designated official days per month.

     Members will receive an attendance allowance in accordance with Barm's financial and administrative policies.

     Active participation, timely written reviews and completion of assigned work.

     Disclosure of conflicts of interest and withdrawal from related decisions.

     Repeated absence, failure to perform duties or breach of confidentiality may lead to review of membership.
