Job Descriptions:

Purpose of the Position: 

The Civil Engineer is tasked with delivering and executing rehabilitation work for primary public health facilities, ensuring alignment with the project's goals and objectives. This individual oversees daily management and supervision, ensuring the overall efficiency and effectiveness of processes and activities aimed at the timely rehabilitation of infrastructure. Additionally, the engineer is responsible for providing technical assistance to the project team, including contributions to the development of maintenance protocols for the infrastructure.

Responsibilities:

-       Liaise with local authorities to ensure that design, rehabilitation, and construction activities comply with local laws and procedures.

-     Provide comprehensive technical assistance for rehabilitation projects, encompassing planning, implementation, monitoring, and quality assurance.

-       Develop and implement effective monitoring, supervision, and implementation tools.

-       Establish and maintain quality control systems to ensure contractor and engineering technical compliance with technical specifications and quality standards.

-   Conduct needs assessments related to rehabilitation and construction, and prepare Bills of Quantities (BOQs), drawings, and designs for construction and infrastructure projects.

-       Prepare project execution plans and proactively monitor progress to ensure alignment with the agreed timeline.

-       Verify the appropriate standards and quantities of materials utilized in civil/infrastructure projects.

-       Provide training to community members on the proper operation and maintenance of schemes/infrastructure.

-       Monitor and evaluate the performance of service providers.

-       Ensure that all technical inputs and cost estimates related to construction components are accurate, timely, and included in project proposals and budgets.

-       Assist the supply section in all tender processes for the procurement of construction and technical services.

-       Assume responsibility for overall progress and resource utilisation.

-       Deliver final project and handover reports while maintaining relevant project records.

-       Assist with project budgets, cash flow, and obligations to ensure deliverables are met within specified budgets.

-       Certify fund disbursements and submit financial status reports to management in compliance with pre-established requirements.

-       Provide input to Logistics regarding supplier performance scorecards at the conclusion of each project.

-       Compliance documentation follows local laws and procedures for design, rehabilitation, and construction.

-       Technical assistance reports cover planning, implementation, monitoring, and quality assurance.

-       Monitoring, supervision, and implementation tools are developed and fully operational.

-       Quality control systems are set up for contractor and engineering technical compliance.

-       Needs assessments include:

- Bills of Quantities (BOQs)

- Construction drawings

- Design documents

- Technical Evaluation of Bids/Proposals

- Quality Assurance /Quality Control (QA/QC).

-       Project execution plans and progress monitoring reports.

-       Verification reports evaluate material standards and quantities used.

-       Training sessions and materials are provided to community members on infrastructure operation and maintenance.

-       Performance evaluation reports are prepared for service providers.

-       Technical inputs and cost estimates are created for proposals and project budgets.

-       Support documents assist with tender processes in collaboration with the supply section.

-       Project progress and resource utilisation reports are generated.

Final project reports and handover documentation include complete project records

Job Requirements:

-       University degree in Civil Engineering, Architecture, or a related technical field.

-       Minimum of 5 years of professional experience in civil engineering, with a focus on the preparation of construction technical documentation.

-    Proven experience in remote or complex environments (e.g., Farah, Nimroz, Wardak) with expertise in the preparation, implementation, and monitoring of Construction and rehabilitation projects, as well as strong methodological and analytical skills.

-       Experience collaborating with International Non-Governmental Organizations (INGOs).

-       Familiarity with the building codes of the host country.

-       Proficiency in AutoCAD or other relevant software applications.

-       Strong command of English and proficiency in Pashto/Dari.
